Tuo was a governor in the southeastern Earth Kingdom during the early era of Kyoshi.[2][1]
History[]
Tuo's territory, which included a mining boomtown on the northwestern side of the Xishaan Mountains, was visited by Yun in 296 BG. Hoping to quench his thirst following his defeat of Father Glowworm and return to the physical world, Yun made his way to an old well Tuo controlled in the town square. However, a guard charged with overseeing the well denied him access, proclaiming that Tuo only allowed those with the proper tags to withdraw water. Though Yun initially complied with Tuo's decree, he later returned to the well, killing the guard and drinking his fill.[3][4][1]
Personality[]
Tuo has been described as a parsimonious governor, not above denying a desperate soul a free drink of water.[1]
