Earth Empire re-education camp, Gaoling. Three months ago.
The scene begins with a shot of the entire camp in the early hours of the morning. The next shot is inside one of the metal tents, where Commander Guan, an Earth Empire officer, is sitting in a chair being attended to by a barber, while talking with Doctor Sheng, a bespectacled woman in a labcoat stood nearby.
Guan Please tell me you made some progress since the last time we spoke.
Sheng I'm getting better responses from the subjects, commander. But that's not why I'm here.
Guan Then enlighten me, Doctor Sheng -- what could be so important that you had to interrupt my morning ritual?
Sheng The radio operators just heard from our forces in Republic City.
Guan Well, why didn't you say so? I assume Kuvira and her mecha-giant dealt the United Forces a crushing defeat?
Sheng I'm afraid not. [Over a panel displaying Kuvira's surrender to Korra, Tenzin, and Lin.] Kuvira surrendered to the Avatar. She ordered all Earth Empire officers and soldiers to lay down their arms immediately.
The scene returns to the camp, as a now furious Guan takes hold of the barber's razor with his metalbending, the barber watching with alarm.
Guan No ...
Guan stands up and flings the razor away, as both Sheng and the barber watch in shock.
Guan [To barber.Out!
Barber [Panicked.] Yes, Commander Guan!
The barber hastily flees from the tent, as Guan turns away from Sheng and clasps his hands behind his back.
Guan Victory was within our grasp. How could Kuvira turn her back on the empire like that? On us?
Sheng I don't understand it either.
Guan [Thoughtful.] You said you're getting better responses from the subjects?
Sheng That's right, but --
Guan [Turning to her.] Continue your experiments.
The two step outside the tent to see a group of Earth Empire soldiers marching past them.
Sheng Yes, sir. So, this means we're not surrendering?
The next page shows images of the soldiers of the Earth Empire training as Guan and Sheng continue their conversation; three Earth Empire soldiers bend rocks at targets, two mecha-suits fight with each other, and groups of soldiers march forward while carrying Earth Empire standards.
Guan When these soldiers came to us, they were pathetic, a disgrace to the uniform.
Sheng Even Kuvira had little hope that they could be redeemed.
Guan But you showed me that within every broken shell lies a seed waiting to grow anew. Thanks to us, these men and women are now a force to be reckoned with. And their potential has yet to be fulfilled.
The next page shows a prison lit up by glowing green crystals, with Kuvira - her hair undone and wearing prison attire - kneeling down on a circular slab of metal, her wrists chained to the floor.
Guan [Voice-over.] The Great Uniter's reign may be over, but the Earth Empire will never die.
City Hall, Republic City. Present day.
The panel shows the new City Hall with a large crowd of people gathered outside, as Bolin's voice can be heard coming from inside the building.
Bolin President Moon, after the speech you have a one o'clock with Councilman Huang about the evacuee relocation --
The scene changes to show Bolin, Zhu Li and Varrick wearing suits and walking down a hallway together, Bolin holding a pen and clipboard.
Bolin -- Then a two o'clock with Wonyong Keum and Tenzin to sign the paperwork transferring his lands to the Air Nation.
Zhu Li Thank you, Bolin. [Walks on ahead.]
Varrick What's the soonest I can get a dinner date on the books with my beautiful wife?
Bolin [Consulting the clipboard.] Let's see ... I don't have anything available until the end of the month. Sorry, but she's got a lot on her plate.
Varrick [Frustrated.] Who knew being president would be so much work?!
Bolin Uh ... I'm pretty sure Zhu Li knew.
The three of them come up to the entrance to the building to find Korra, Asami, Wu and Mako waiting for them, Korra and Asami holding hands, Wu clutching a scroll, and Mako's left arm out of its sling.
Zhu Li [To the four.] Good to see you all. Welcome back to Republic City, King Wu.
Wu Thanks. And congratulations on winning the election!
Korra [Nudging Wu playfully.] Are you ready for your big, historic speech?
Wu [Looks out the door nervously.] I don't know ... there are a lotta people out there.
Mako [Annoyed.] You can't get cold feet now, Wu.
Wu [Tries to hand his scroll to Mako.] I got an idea! How about you deliver my speech for me, Mako?
Mako No way. You're the king, remember?
Wu Thankfully not for much longer. I hate public speaking.
Mako Relax. You'll do great. Just be yourself.
Wu [Cheers up.] Be myself ... I can do that! You always know the right thing to say, Mako. Must be why I keep you around.
Mako Must be.
The next panel shows Wu stood at a podium at the top of the building's steps and facing the people gathered outside, Team Avatar and Varrick stood on one side, Zhu Li stood on the other.
Wu [Addressing the crowd.] Good morning, everyone! As you all know, a couple of months ago I declared my intention to step down as Earth King and abolish the monarchy. [With his hand on his heart.] Well, after much planning and many discussions with the leaders of the Earth Kingdom states, that time is almost upon us.
The next panel shows a disgruntled Yin heckling Wu from within the crowd while holding portraits of Wu and Hou Ting, as Chow, Liling and Tu look at her in alarm.
Yin Boo! Long live the monarchy!
Tu [Making shushing gesture.] Grandma! Shhh! You promised Mako and Bolin you'd behave yourself.
Wu [Continuing his speech.] I'm pleased to announce that the very first democratic election will take place two weeks from today, in the state of Gaoling!
Asami, Korra, Mako and Varrick applaud lightly at this statement.
Korra He's doing great.
Mako Better than I expected. He almost looks like a real leader up there.
Wu After the vote in Gaoling, elections will continue in the other states. Within a year, the Earth Kingdom will have completed its peaceful transition to democracy. Any questions?
Reporter #1 Do you think your timetable is realistic? How are you going to ensure the elections are fair?
Wu [Panicked.] I didn't ... uh ... let me check my notes ...
Reporter #2 What about the states that have already expressed opposition to your plan?
Reporter #3 Will you force them to comply?
Wu [Now sweating.] Boy, oh boy, oh boy ...
Wu suddenly breaks out into song as Zhu Li gives him a look of surprise and disbelief.
Wu I find your quest-ions quite ab-surd! [The crowd is shown looking bewildered.] I've giv-en ev-ery-one my word! [Removes his crown.] I'm gonna step down -- [Tosses crown into the audience.] -- and throw away my crown!
Yin [Catches the crown, happily.] You'll always be my king!
The next panel shows Korra, Mako and Varrick's reactions, Korra crosses her arms and gives Wu a nonchalant gesture, Mako covers his face with both hands, and Varrick plugs his fingers into his ears while cringing.
Korra Well, you did tell him to be himself.
Mako This is not what I meant.
Wu Just sit back and you'll see-ee-ee! My king-dom's gonna be free-ee-ee! And ev-ery-one is gon-na thank meeeeee! [Staggers backward, no longer singing.] Whoa ... I'm a little woozy.
Zhu Li [Stepping up to the podium.] I think what the king is trying to express through the medium of song is that once the other states see Gaoling's smooth transition to democracy, they'll be encouraged and follow suit.
Wu then faints and topples backward to the alarm of Korra, Mako and Varrick, Mako catching him before he can hit the floor.
Wu Wu down.
Zhu Li [Ignoring this.] Next question?
The next scene opens with an extreme close up of Kuvira, with the next two panels zooming out to show her being led through the corridors of a courthouse by two Order of the White Lotus members, people staring and whispering at her as she passes them.
Kuvira [Voice-over.] I yielded to the Avatar. I gave up my empire. I surrendered my freedom.
Kuvira is led into a courtroom, where Team Avatar minus Asami and the Beifong family minus Lin and Baatar Jr are sitting on one side of the gallery, all of them glaring at her from behind.
Kuvira [Voice-over.] The people I once considered family hate me. But that isn't enough for them.
A gavel bangs down, and the courtroom as a whole is shown; Kuvira stands in front of five judges seated at a high table. Two White Lotus members stand on one side of the room, and Wu, Varrick, Zhu Li, Lin, Tenzin, Raiko, and Wenyan are sitting in the gallery opposite of where Team Avatar and the Beifong family are sitting.
Judge By executive order of President Zhu Li Moon, this special tribunal is now in session.
Kuvira [Voice-over.] Now those in power want to humiliate me.
Judge [To Kuvira.] You stand accused of crimes against peace. During your reign as the leader of the Earth Empire, your transgressions included: Refusing to turn over emergency powers granted to you by former president Raiko and King Wu, numerous wars of aggression throughout the Earth Kingdom states, presiding over inhumane prison campsinvading the United Republic, a sovereign nation, and the use of spirit energy as a weapon of mass destruction.
As the charges against her are read out, Kuvira's only reaction is to look up at the judge with a scowl.
Judge How do you plead?
Kuvira [Looking down.] I am sorry for the harm I caused to the people of the Earth Kingdom and this city, I truly am. [Looking up.] But this tribunal seems all too eager to list my offenses, without giving any consideration to my achievements.
Judge Please, enlighten us.
Kuvira After the fall of the Earth Queen, the kingdom fell into chaos. When no one was willing to step up, I brought back order. I dragged an ancient culture out of the dark ages and modernized it. Everything I did, I did for the greater good of the Earth Kingdom and its citizens.
Judge How do you plead?
Kuvira Not guilty.
Cut to the outside of the courtroom, where Team Avatar and the Beifongs are huddled together. They all look around when the courtroom door opens and Kuvira is led out past them.
Suyin [Turning around, furious.] Not guilty? The whole world knows what you did, Kuvira! [Standing in front of her.] What are you trying to prove? [Kuvira looks away from her.] Don't turn your back on me!
Kuvira [Still looking away.] I know I hurt you and your family. But you all turned your backs on me long before the Earth Empire ever existed.
Suyin That is a lie! I gave you a home. I provided for you.
As the argument continues, Korra moves toward the other two women.
Kuvira [Looking at Suyin.] But I was never really part of your family, was I?
Suyin You attacked Zaofu! You almost killed my son!
Kuvira And I've apologized. Numerous times. When will you see through all your anger to forgive me?
Suyin That's what you don't get. Being sorry isn't enough. You need to take responsibility for what you've done. [Turning and walking away.] Goodbye, Kuvira.
As Suyin leaves, Korra watches her go, while Kuvira glances to the side. The scene changes to Zhu Li's office, Bolin showing Korra, Asami and Mako inside as Zhu Li reads through a file at her desk, and Wu sits on one of two couches on either side of a coffee table while enjoying a glass of lemonade.
Bolin Welcome! Please help yourself to some cherry-berry lemonade and varri-cakes.
Mako [To Bolin.] How's the new job going?
Bolin Great! I think I've finally found my true calling.
Mako [Amused.] Serving varri-cakes?
Bolin [Raising a finger.] No -- politics!
Mako [Unconvinced.] Yeah, we'll see. That's what you said about pro-bending. And acting. And working for Kuvira. And being a cop.
Bolin [Gasps and feigns taking offense.] Are you suggesting that I'm fickle?
Mako [Patting his shoulder.] I'm saying you have an aversion to commitment. [Walks off.]
Bolin [Crossing his arms while looking glum.] Just because you've "found yourself" doesn't mean the rest of us have.
Mako sits down on the couch next to Wu as Korra and Asami take the opposite couch, Korra helping herself to some lemonade as Zhu Li walks over.
Zhu Li Thank you all for coming.
Korra No problem. I used to dread meetings with the president. Now I look forward to them!
Bolin takes the seat next to Mako as his brother looks up at Zhu Li.
Mako [Reaching for a varri-cake.] So, what's going on?
Zhu Li Actually, King Wu called this meeting. I'll let him explain.
Wu stands up to reply and address the others. As he does so, Bolin sees Mako's hand moving toward the varri-cakes and lifts the tray out of his reach while glaring at him, causing Mako to glare at him in turn.
Wu Thank you, President Moon. [To the others.] I've asked you all here because I'd like Team Avatar to join me in Gaoling for the upcoming election.
Mako If you just want us there for show, forget it. We're not your entourage, Wu.
Wu No, it's not like that. [Looks away with a nervous smile.] Well, maybe it is a little ... [Becomes serious again.] Anyway, I promise there's a legitimate reason I need you here with me.
Mako Okay. What is it?
Wu [Clenching his fist.] My kingdom is being threatened -- by the Earth Empire!
Asami [Confused.] Uh ... Kuvira surrendered to Korra, remember?
Korra Yeah, the Earth Empire is no more.
Wu [Troubled.] That's what I thought too! But recently, I received some reports about a group of holdouts hiding in Gaoling that never surrendered.
Korra What? How'd they slip through the cracks?
Wu Kuvira gutted the Earth Kingdom Army when she took power. We've been doing our best to round up Earth Empire stragglers, but the army is still understaffed.
Zhu Li [Taking a document of Guan out of the file.] The leader of the holdouts is one of Kuvira's former commanders -- a man by the name of Guan.
Korra [Looking at Wu while holding the document.] And you're worried Guan and his troops might disrupt the election?
Wu Yes! I couldn't get a wink of sleep last night!
Korra [To the others.] If Commander Guan does try to stop people from voting, it might give the other states an excuse to call off their elections.
Mako It would put the whole democratic movement in jeopardy.
Asami And put the Earth Empire in a position to rise to power again. We can't let that happen.
Zhu Li [Looking at Korra.] I think it would be a good idea for the Avatar to stand with King Wu, as a symbol of balance and peace.
Korra Agreed.
Mako [To Wu.] If Guan tries anything, we'll keep you safe.
Wu [Cheering.Yes yes yes!
Bolin [To Zhu Li.] Um, could I go too?
Zhu Li [Smiling.] Of course, Bolin. Team Avatar wouldn't be the same without you.
Bolin [To Mako, wagging a finger.] Before you say anything, I'm not being fickle. I'm just taking a few days off, then I'm right back here, doing what I love.
Mako [Grins.] I didn't say a word.
Wu, Mako, Korra and Asami then leave the office as Bolin stands up and watches them go.
Zhu Li [To Bolin.] After you clear away the refreshments, I have some paperwork that needs filing.
Bolin Yes, ma'am.
As Bolin starts clearing up, he lets out a sigh while facing away from Zhu Li. Cut to the outside of Zhu Li's office, with Wu, Mako, Korra and Asami.
Wu [With an arm over Mako's shoulders.] You and me, teaming up again -- just like the good old days. Let's celebrate with a smoothie!
Wu and Mako walk off, the latter sporting a weary-looking impression, while Korra hesitates to follow the two of them.
Korra Asami, wait.
Asami [Looking at her.] What is it?
Korra I think you and I should pay Kuvira a visit. I want to find out what she knows about Commander Guan.
Asami [Looking down unhappily.] That's a good idea. But it's probably best if you go without me. I don't want to be in the same room as her.
Korra [Places a hand on her shoulder.] Is that why you didn't come to her trial?
Asami [Looking up, her expression hard.] Kuvira took my father from me. I didn't need to be reminded of all the other horrible things she's done.
Korra [Taking both of Asami's hands, her expression gentle.] It's all right. I'll talk to her on my own.
Asami [Smiling.] Thanks for understanding. Good luck. [Leans forward and kisses her.]
Korra [Smiling back and walking away.] I'll catch up with you later.
As she watches Korra leave, the smile disappears from Asami's face. Cut to Korra riding Naga toward the entrance to Kuvira's prison, a large door set within a mountain being attended to by a pair of White Lotus guards. Once at the door, Korra dismounts from Naga and turns to address the guards.
Korra I'm here to see Kuvira.
Guard Of course, Avatar Korra.
The guards bow and step aside as the doors to the prison open and Korra walks toward them. Cut to an extreme close up of Kuvira, her eyes closed as she recalls a memory of her childhood. In the memory, a young Kuvira stands next to a broken vase lying on the floor while arguing with her father.
Kuvira's father We know you broke the vase, Kuvira. Admit it.
Kuvira [Shouting.NoI didn't do anything!
Cut to Kuvira's father handing a box of toys to his wife with one arm, while using the other to hold back his daughter.
Kuvira [Struggling with her father.I want my toys!
Kuvira's father You'll get them back when you start behaving!
Cut to Kuvira inside her room, banging against the door with both her fists.
Kuvira Let me out!
Kuvira's father [Through the door.] It's for your own good!
Kuvira I'll show you ...
Kuvira uses her earthbending to destroy part of the room's wall, heading through it and running away as her parents come in and watch her escape.
Kuvira's father Kuvira, get back here!
Kuvira [Not looking back.Make me!
The scene changes back to the present as Kuvira hears a 'ker-chunk' sound and opens her eyes to see Korra stood at the entrance to her cell.
Korra Hello, Kuvira.
Kuvira [As Korra walks toward her.] I had a feeling you were going to be my first visitor.
Korra I need your help.
Kuvira With what?
Korra Tell me about Commander Guan
Kuvira Why are you so interested in him?
Korra Were you aware he and his trooms never surrendered?
Kuvira [Surprised.] What? [Looks away.] No, I wasn't. [Looking back at Korra.] Guan is a cunning strategist. I put him in charge of my southern forces because I knew he could keep that region in line.
Korra I'm worried he's going to try to derail the upcoming elections. How big of a threat do you think he is?
Kuvira If Guan hasn't surrendered by now, then he's plotting something. I'd treat him like a barrel of blasting jelly with a very short fuse.
Korra If you were in my position, how would you deal with him?
Kuvira I'd take someone with me who Guan respects. Someone who can reason with him and bring him into line.
Korra [Realizing her meaning.] You want me to bring you?
Kuvira Guan's not going to roll over just because the Avatar asks him to -- [Stands up.] -- but if I meet with him, face-to-face, I guarantee I could convince him to concede defeat. Then you and King Wu can carry on with your little election.
Korra [Turns away.] Thanks for the info. But I can handle Guan without you.
Kuvira Think it over. I'll be here when you need me. And you will.
The scene changes to Guan's camp, with Guan addressing his soldiers while standing on top of a tank.
Guan Kuvira may have abandoned all of you, but I never will! Together, we will bring the Earth King to his knees! Together, we will force the Avatar to yield! The Earth Empire will rise from the ruins of defeat, and become more powerful and formidable than it ever was before! And our journey begins in Gaoling! [Raises his fist.Are you with me?!
Earth Empire Soldiers ALL HAIL COMMANDER GUAN! ALL HAIL THE EARTH EMPIRE!
The page spread shows Guan's forces - soldiers, mecha-suits and tanks - leaving the camp, their commander and Sheng riding in a jeep at the head of the army.
Wu [Voice-over.] Thank you all for meeting me on such short notice.
The scene changes to a steam bath within Republic City, where Wu is meeting with Team Avatar and Zhu Li, Wu wearing a towel, and the others in bathing suits.
Mako [Annoyed.] Couldn't this have waited until later?
Wu [Troubled.] No, it's too urgent! And I couldn't miss my morning steam bath. My muscles are all knotted up over this Guan situation.
Zhu Li We've received reports that the Earth Empire holdouts are on the move in Gaoling. It appears Guan and his troops are heading toward the capital.
Wu Which means they're going to try to stop the election, just like we feared! Democracy is doomed!
Mako What about sending in the United Forces? They could pressure Guan to back off.
Zhu Li No, I will only deploy them if there's no other option. I don't want to incite another war.
Wu I agree. There's gotta be a way to resolve this peacefully.
Korra There is -- [Bends up some water from the bucket.] -- but you all might want to relax before I tell you what I'm thinking.
Korra bends the water onto the hot rocks in the center of the room, causing steam to wash over everyone, all the occupants except Zhu Li closing their eyes and smiling, Wu letting out a pleasurable sigh.
Asami I assume your idea has something to do with whatever Kuvira told you?
Upon hearing this, Mako, Bolin and Wu all look at Korra in surprise.
Mako Wait, you met with Kuvira?
Korra Yes, I wanted her take on how to handle Guan.
Mako And what did she say?
Korra That she's our best chance to get the holdouts to surrender. So, I'm thinking ... what if we brought Kuvira with us?
Asami [Leans away from Korra in disbelief.] I told you I didn't want to be in the same room as her, and now you expect us to welcome her to the team?
Korra I wasn't crazy about the idea at first, either -- and I'm not saying Kuvira would be a part of our team -- but with her help, we can avoid another all-out battle ... and put an end to the Earth Empire, once and for all.
Bolin But Kuvira's the worst. She threatened my life! More than once!
Mako [Holds up his scarred left arm.] I almost lost my arm taking out her mecha-giant's engine.
Zhu Li She nearly destroyed Republic City
Asami She was our enemy. She killed my father.
Wu [Stands up.] And let's not forget how she ruined my coronation!
Wu notices the others all giving him looks of annoyance after saying this, and quickly sits back down with an apologetic look.
Wu Sorry ... I probably should have aired my grievance first.
Korra [To everyone.] I know. Kuvira has hurt us all. Terribly. But before she was our enemy, Kuvira was our ally. She was the captain of Su's guard and helped us fight Zaheer and the Red Lotus. [Glances down.] And there's part of me that feels like I still owe her for saving my father's life at Laghima's Peak.
Asami The problem is, we don't know which version of Kuvira is going to show up if we bring her with us.
Korra [Looking at Asami.] Kuvira thought she had died when we were blasted into the spirit world. It was a huge wake-up call for her. When I visited her in prison, I could see that she's still broken. I think she really wants to redeem herself in the eyes of the world, and her people. I say we give her that chance.
Bolin Kuvira has a special talent for getting people to do things they don't want to do. For once, we can use that skill to our advantage.
Asami [To Korra.] You really think this will work?
Korra I do.
Asami [Smiles.] Then I'll support you. Let's bring her.
Mako [Also smiling.] I promised I'd always have your back, Korra. So I'm in.
Wu [Standing back up while also smiling.] If Team Avatar's on board, then count me in too!
Zhu Li [Picking up her glasses.] I'll sign an order for Kuvira's temporary release.
The scene changes to show the Future Industries airship flying toward the entrance to Kuvira's prison. Four White Lotus guards are stood outside along with Kuvira, her wrists shackled and one of the guards clutching her upper arm, as the five of them watch the airship approach. The airship lands, and Korra steps out and walks toward the guards and Kuvira.
Korra [Hands some papers to a guard.] Here's President Moon's release order. I'll take the prisoner from here.
Having handed over the papers, Korra takes Kuvira's arm and guides her up the entrance ramp of the airship.
Kuvira "The prisoner"? No need to be so formal, we're partners now.
Korra [Turning and glaring at her.] We might be working together, but we are not teammates. If you step out of line, or do anything to harm my friends, I won't hesitate to take you down. Do we have an understanding?
Kuvira [Gives her a smile.] Of course. You're in charge.
Cut to Korra and Kuvira stepping out of the elevator and into the meeting room of the airship's gondola. Waiting at the elevator are four Earth Kingdom soldiers and Naga, the latter of whom growls at Kuvira. Mako, Bolin and Wu are shown sat down around the room's table, all of them giving Kuvira suspicious looks as Pabu hisses at her from atop Bolin's shoulders. Korra and Kuvira walk on and approach a stony-faced Asami, who is wearing her electric gauntlet and standing next to a platinum pod.
Asami [To Kuvira.] Step inside.
Kuvira That won't be necessary. If I was planning to escape, I would have done it before I got on this ship.
Korra [Leads Asami away and places a hand on her shoulder.] If she makes one wrong move, I'll throw her in there myself, I promise.
Asami Fine. But I'm not taking my eyes off her.
Kuvira meanwhile walks over toward the table and sits down on a nearby couch, Mako, Bolin, Wu and Pabu watching her the whole time.
Kuvira [Smiling at the group.] Nice to see you too, gentlemen.
Cut to a panel of the airship flying away from Republic City.
Three days later.
A trio of moo-sows grazing in a field look up to see the airship flying toward Gaoling. The airship lands at a small airport out of town, where it is met by an ostrich-horse carriage, out of which step Mayor Rhee, a bespectacled middle-aged man in a beige suit jacket and green pants, as well as Chief Magistrates Ling and Bak, two elderly officials in bluish-green robes. Mayor Rhee waves up at the airship, where Wu is looking out the window as the others are all gathered around the table.
Mako Any sign of Guan?
Wu No, just mayor Rhee and a couple of elderly magistrates that look like they're about to keel over.
Kuvira Oh, Commander Guan will show up. [Looks at her shackles.] And before he does, I need to get out of these rags and chains and into something more ... presentable.
Mako No way.
Korra [Thoughtful.] Actually, she has a point. Guan might refuse to meet with us if we show up with Kuvira looking like a prisoner.
Asami I have some extra clothes Kuvira can borrow. I'll go pick something out.
Korra [Walks away while holding a radio.] While Kuvira changes, King Wu and I will meet with the mayor. I'll radio if we need you. [To Naga.] Come on, Naga.
Gaoling City Hall.
The panel shows Naga sat outside the building entrance at the top of a large set of steps. In the next panel, Mayor Rhee leads Korra, Wu and the Earth Kingdom soldiers into a room with voting booths on either side. At the far wall in front of them are portraits of Chief Magistrates Ling and Bak.
 Rhee ...And this is where the voting will take place. As you can see, everything is in order, King Wu.
Wu [Sniffs.] Ah, the sweet smell of democracy!
Korra Wait ... [Walks closer to the portraits.] Are those the candidates running for governor?
 Rhee [Standing next to the chief magistrates.] Chief Magistrates Ling and Bak are two of Gaoling's finest government officials. Either one will make an excellent governor.
Korra [Deadpan.] Yeah, I don't know how the voters will ever be able to decide. Let's go, Wu. It's starting to stink in here.
Wu [Apologetic.] Sorry, I tooted.
Korra, Wu and the soldiers leave the room, Rhee waving to them while stood near the magistrates.
Korra [To Wu.] When you had the idea for the states to vote for their own leaders, I bet those two weren't exactly what you had in mind.
Wu Nope. I was imagining candidates with a little more vim and vigor. [Bows down in despair.] Having free elections was supposed to bring in some new political blood, not keep the outdated Earth Kingdom bureaucracy alive.
Korra I know it's disappointing, but this is only the first election. It's not going to be perfect. It took the United Republic a long time to iron out its political kinks.
Wu [Watching the magistrates leave.] But if those are the only candidates, what's the point of even having a vote? Whoever wins, nothing is going to change. Gaoling will be governed the same as it's always been.
The two of them suddenly hear a loud rumbling coming from outside of the building.
Wu What's that?
Wu and Korra step outside to see Guan's army arriving at the foot of the steps to city hall, Guan's jeep at the head.
Korra Commander Guan's here.
The scene changes back to the airship. Kuvira, now wearing a white shirt with a dark grey waistcoat, reddish pants and brown boots, and with her old hairstyle, applies the finishing touches to her appearance in front of a large bathroom mirror, while Asami stands next to her, and Mako and Bolin wait outside the room.
Kuvira I can't tell you how good it feels to be out of those shackles.
Asami Don't get too comfortable. You'll be back in them soon enough.
Kuvira [Looking at Asami in the mirror.] It must be challenging for you, being the Avatar's girlfriend.
Asami Excuse me?
Kuvira Well, you could be back in Republic City, running your business or inventing another awesome piece of machinery. Instead, you're stuck here in a bathroom, guarding me.
Asami [Unfazed.] I'm exactly where I want to be -- protecting Korra from you. So whatever little game you're playing it's not going to work. You're not going to drive a wedge between me and Korra.
Kuvira [Leaving the room.] I'm not playing any games. I'm genuinely impressed by the loyalty all three of you have to Korra -- and each other. I never had that in my life.
Bolin That's because you've always pushed people away.
Kuvira [Glancing at him.] And what do you know about it, Bolin?
Bolin Opal told me that when you two were growing up, she always tried to be your friend. But you didn't want anything to do with her.
Kuvira Don't believe everything your girlfriend tells you. Opal and I may have lived under the same roof, but we had very different experiences being raised by Su. [To the other three.] You -- and everyone else -- have me pegged wrong. I'm not the same person I was when I was leading the Earth Empire. I've changed.
Asami I believe that people can redeem themselves. But no-one changes overnight.
At that moment, Korra's voice comes out of the radio on Mako's belt.
Korra Mako, come in. Are you there?
Mako [Grabs the radio.] What is it, Korra?
Korra [Voice.] Commander Guan and his army just rolled into town. Get over here with Kuvira, now.
Cut to Asami driving a jeep out of the airship, with Kuvira, Mako and Bolin sat in the passenger seats.
Mako We're on our way.
Pabu watches from the airship as the jeep drives toward the town. Cut to the front of Gaoling Town Hall, where Korra and Guan face one another at the foot of the steps.
Korra You must be Commander Guan.
Guan The famous Avatar Korra. At last, we meet. What brings you to Gaoling?
Korra As you're aware, the Earth Empire's rule has ended. I'm here to make sure you and your troops surrender peacefully.
Guan Then I'm afraid you've traveled a long way for nothing. I have other plans.
Korra [Looking to her right.] I figured you would say that. That's why I bought along someone who can help you see things a little differently.
As Korra speaks, the jeep drives down the street toward her and Guan, another panel showing Kuvira sat in its passenger seat.
Guan [Looking at Kuvira, surprised.] I don't believe it ...
Soldier #1 Is that really Kuvira?
Soldier #2 What's she doing here?
Asami [Stops the jeep while looking at Kuvira.] You say you've changed? Now's your chance to prove it.
Kuvira [Getting out.] I will. [Walks toward Guan and Korra.] Hello again, Commander Guan.
Guan So, the Great Uniter is now doing the Avatar's bidding.
Korra Listen pal --
Kuvira [Holds up a hand.] I have this under control, Korra. [To Guan.] If you must know, it was actually my idea to come. I wanted to handle the situation personally out of respect to you, and to everyone who served the Earth Empire with honor.
Guan Don't talk to me about honor. You disgraced the empire by giving up the fight in Republic City.
Kuvira No one regrets the demise of the Earth Empire as much as I do. I'm proud of all our achievements and everything we did to modernize the kingdom. People will be enjoying the benefits of what we did for years to come. [Looking down.] But we can't allow our personal feelings to obscure reality. Our great experiment has come to an end.
Guan No, it's only beginning. [Gestures to the surrounding area.] There is so much more progress to be made. And why should others get to reap the rewards of everything the Earth Empire accomplished? I'm sure there's part of you that wishes you hadn't stood down, that wants to see how far we can take things.
Kuvira I've seen what lies at the end of that path -- death and destruction. I stand by my decision, commander. And it doesn't change the fact that the Earth Empire was defeated.
Guan No, you were defeated. My soldiers and I are still standing.
Kuvira Yet, you have no real power. Your force is a fraction of what the Earth Empire once was. You've offered these men and women false hope that the Earth Empire has a future. [Close up of her eyes.It doesn't. [Walks past Guan.] So, if you won't see reason, maybe they will. [To the soldiers.] I'm giving you all one final command! Surrender to King Wu and the Avatar, and you will all be dealt with fairly.
Earth Empire Soldiers ALL HAIL THE EARTH EMPIRE! ALL HAIL COMMANDER GUAN!
Guan [Grinning.] I think it's clear where they stand.
Kuvira Very well ... [Turns to face Guan.] Then I challenge you to a fight, one on one. If I beat you, then you and your troops will surrender immediately.
Guan [Amused.] That ploy might have worked on the Avatar back in Zaofu, but I'm not foolish enough to fall for it. [Smug.] You may have struck fear into your followers once, but now we see you for what you really are -- a spineless coward.
Kuvira [Glares at him.] If you won't give up willingly -- [Suddenly earthbends him off his feet.] -- then I'll make you yield!
A panel shows Mako, Bolin and Asami all reacting in alarm to this, with another showing Korra shouting an order to Kuvira.
Korra Kuvira, stand down!
Kuvira [Clenching her hand.] Not until Guan does!
Kuvira uses her metalbending to start choking Guan with his metal shoulderpads and lift him off the floor, everyone around paralysed with shock as they watch.
Kuvira Surrender!
Guan [Defiantly struggling.Never! I'd rather die a martyr -- than live as a traitor!
Earth Empire Soldier [He and his comrades raise their fists threateningly.] Release the commander!
Korra [Running forward.] That's enough, Kuvira!
Before things can escalate further, Kuvira is suddenly electrocuted by an unknown source, and she cries out in pain before falling to the floor unconscious. Guan is dropped to the floor and he climbs up to his feet while coughing.
Korra [Surprised.] How ...?
Asami [Walking over while holding a small device with a red button on the top.] Remote trigger -- [Removes Kuvira's belt, which is shown to have wires on the inside.] -- connected to an electrode belt. I thought we needed a backup plan. Turns out, we did.
Korra [Smiles at her.] Thanks.
Mako and Bolin pick up Kuvira, draping her arms over their shoulders.
Mako I knew bringing Kuvira was a bad idea.
Korra Put her in the jeep. I'll deal with her once we get back to the airship.
The two brothers carry Kuvira toward the jeep as Korra, Asami and Wu turn their attention to Guan, who is now rubbing his throat.
Korra I'm not finished with you yet, Guan. I won't let you interfere with Gaoling's election.
Guan You misunderstand. I didn't come here to stop the democratic process -- I came to take part in it.
Wu What are you talking about?
Guan Kuvira is right. The Earth Empire has no real power. It never did, really. [Walks past the three while taking out some papers.] The world has never viewed us as a legitimate nation. But I'm going to change that. [Hands the papers to Rhee.] Mayor Rhee, I am officially declaring my candidacy for governor of Gaoling! Here's my paperwork.
Wu [Angry.] You can't do that!
Rhee [Examining the paperwork.] Technically, there's nothing stopping him. It's an open election, and his documents seem to be in order.
Guan [Walking away.] Soon, the Earth Empire will have candidates in every state. And once we're in power, no one will be able to question our right to rule.
Korra, Wu and Rhee watch him leave, all of them bearing looks of dismay.
Wu I don't believe this ...
The scene changes to the airship, a panel showing the jeep parked outside it and the Earth Kingdom soldiers stood at the door, before cutting to a close-up of Kuvira inside the platinum pod as she regains consciousness.
Kuvira Uggh ... what ... what happened? [Sees where she is, as well as Team Avatar and Wu stood around her.] What am I doing in here?
Asami Cooling off.
Korra I locked you up so you don't try something stupid again, like provoking an army.
Kuvira And Commander Guan? Where is he now?
Korra Probably printing up some campaign posters. You were right about him being a good strategist. Instead of conquering the states militarily, he's planning to take over politically.
Kuvira Is that so ...
Mako [To Wu.] I say you call off the vote, at least for now. Make it impossible for Guan to win.
Wu Mako, you know I love you, but I'm trying to encourage democracy. I can't just go around cancelling elections because I don't like one of the candidates. We need to let this play out.
Asami [Doubtful.] So we just sit back and hope one of the other candidates wins?
Korra I wouldn't hold my breath. They're not exactly what I would call "inspiring".
Kuvira If you want to defeat Guan, you have to beat him at his own game. Find a candidate to run against him, someone who's popular enough to win.
Asami That's actually not a bad idea.
Wu But there's only one week to go until the election. Who are we going to find on such short notice?
Korra [Suddenly excited.] I know the perfect person!
Bolin Who?
Korra Toph! She's a legend! Everyone loves her. Plus, Gaoling is her hometown, and I know for a fact she hates the Earth Empire. And she would definitely bring a ... unique governing style to the Earth Kingdom.
Wu [Excited.] Sounds good to me!
Bolin [Doubtful.] There's one itsy bitsy problem. Last time I saw Toph, she didn't seem too keen on getting involved with world affairs.
Korra [Smiling.] Then we'll just have to convince her.
 The scene changes to Guan's camp, situated just outside the capital.
Guan [Voice-over.] You should have seen Kuvira, Doctor Sheng.
Cut to the inside of Guan's tent, where he stands with his back to Sheng.
Guan She's no longer the commanding woman who inspired us all. The Avatar's influence has clearly corrupted her mind.
Sheng Then perhaps we need to recalibrate it for her.
Guan Perhaps ... but at the moment, we have an election to prepare for. [Looks at Sheng.] You mentioned the first campaign recruits have arrived?
Sheng [Gesturing to a door.] Right through here, sir. [Starts walking through it.] You'll be pleased to hear that they're responding quite well to our messaging.
Guan [Following her.] Excellent.
The next page shows Guan and Sheng stood in front of three people, two men and one woman, bound to chairs, each of the three "recruits" wearing a spherical metal hat that is wired up to various machines.
Sheng A vote for Commander Guan is a vote for progress and prosperity. Go with Guan.
