I think it's Uyghurs or Tuareg for Sandbenders,Arab traders for Beetle-Headed merchants, and Arab villages for Misty Palms Oasis.

The Beetle-Headed Merchants and the Misty Palms Oasis are more influenced from desert tribes that occupied now Northern and Western China (such as the Gobi). Avatar takes nearly no influence from anywhere west of India, and, anyway, by the time that the Arabs had conquered the Middle East and Northern India and began trade with China, they easily rivaled China militarily and technologically, so it wouldn't make sense to have them be the "underdogs" here.
Like Uyghurs and Hui?

Well then,Misty Palms could be Turpan, the Sandbenders could be Uyghurs, and the Beetle headed merchants could be another Mongolic tribe.
