The tax collector was a Fire Nation soldier who was employed in an occupied Earth Kingdom mining village during the Hundred Year War. It was his duty to enforce taxation upon the citizens of the town, a position that granted him some measure of power, as seen by his command of a small crew of firebenders.[1]
History[]
When Sokka, Katara, and Aang met with Haru and his mother inside her shop, the tax collector knocked on the door and entered in order to demand the due taxes. Haru's mother aggressively asked him what he was doing there as she had already payed him that week. The tax collector arrogantly stated that the taxes had just doubled while simultaneously threatening to burn down her business, generating fire between his hands in order to dissuade her from complaining. She paid him her alleged dues, yet he rejected the copper pieces, uninterested in the tawdry currency of the Earth Kingdom.
After receiving a tip that Haru had earthbent in order to save an elder from a mine accident, the tax collector visited Haru's home late at night and captured the earthbender, planning to send him to the prison rig.[1]
