Isn't he the Fire Nation captain from the "Jet" and "The Cave of Two lovers" episodes, where he both showed up at the very beginning? Pretty sure he is, though the eye patch is on another side, lol. But in general the design is the same. - 5.173.158.118
- You're right that the designs are very similar. Perhaps this captain only uses a stock image design. Or perhaps he is actually intended as representing the same officer. I would argue we wait for the following updates of the game; if they keep using this design for only one character and then add the content of the "Jet" episode with him, he would be the same.
