Wolf Cove,[1] also simply known as Capital City,[1][2][3] is the center of the Southern Water Tribe.[4] A sprawling metropolis that extends from a harbor area up into the nearby mountains and tundra,[4][5] the city is the center of government and culture of the Southern Water Tribe. Although its roots date back to the time before the Hundred Year War, the current city was built by both Southerners and Northerners during the Southern Reconstruction Project.[6]

History[]

Wolf Cove originated as one of several cities around the South Pole region, and served as center for one of the Southern Water Tribe's sub-tribes.[7] It was also a traditional meeting place for the Council of Elders which jointly governed the South during much of the tribe's history, serving as de facto capital. Like many other settlements around the South Pole, Wolf Cove suffered economic hardships during the lifetime of Avatar Kyoshi.[1] Many of its inhabitants left the city for villages on the open ice to provide for themselves and avoid poverty, resulting in a greatly reduced urban population.[8]

Southern Water Tribe

Wolf Cove was a significant town before the Fire Nation's raids.

Before the Hundred Year War, however, Wolf Cove was still a town with a substantial population, surrounded by a wall built by skilled waterbenders. In course of the Hundred Year War, Fire Nation forces repeatedly attacked and raided the old city. After several decades of fighting, the old city was gradually destroyed and abandoned.[7]

Once the population began to shrink and the infrastructure was devastated, the city itself declined until it became a small village.[7] With the settlement having declined so much, "Wolf Cove" more commonly referred to the natural cove rather than the village itself during this time.[9][10] In winter 99 AG, Katara and Sokka discovered Avatar Aang inside a nearby iceberg and brought him to Wolf Cove; soon after, the village was raided by Fire Nation Prince Zuko who demanded the locals to hand over the Avatar. Aang surrendered himself to protect Wolf Cove, though Katara and Sokka went on to follow and save him.[11][12] After their depature, several local children went missing. Search parties tried to find them, but were attacked by hungry owl wolves. In response, Kanna tasked a group of adventurers with rescuing the children, though one local girl claimed that they had to slay angry spirits to save the missing individuals.[9][13]

Modernized Southern Water Tribe

Following the Hundred Year War, Wolf Cove was rebuilt as a modern city during the Southern Reconstruction Project.

Following the end of the Hundred Year War, Master Pakku of the Northern Water Tribe took some Northerners to help reconstruct the Southern Tribe to its former glory, a project that was called the Southern Reconstruction Project. Under Hakoda's guidance and with the aid of the Northerners Maliq and Malina, Wolf Cove rapidly grew to a city even bigger than it had been before the war. Their efforts quickly led to the urbanization and modernization of the tribe into a prosperous city by 102 AG.[6] Factories[14] as well as docks were built, and new technologies were introduced to improve the living conditions in the tribe.[6] Meanwhile, a group of storykeepers led by Nakul worked to gather knowledge from across the South Pole, hoping to collect whatever traditional knowledge was left after the Fire Nation raids to built a large archive in Wolf Cove.[15] Eventually, the new city became the capital of the entire Southern Water Tribe.[2]

In 153 AG, Avatar Korra was born in the outskirts of Wolf Cove. A large compound outside the capital was built for her to train under the Order of the White Lotus.[16] By this time, the capital had grown into a metropolis that extended from the harbor up into the nearby mountains.[4][5] In 171 AG, Wolf Cove became the site of a dark spirit attack.[17] Along the rest of the South Pole, the city was subsequently occupied by the Northern Water Tribe under Unalaq. This action triggered the Water Tribe Civil War, with the city becoming one of the main areas of confrontation between Northern forces and the Southern Water Tribe rebels; most notably, the failed attempt to kidnap Unalaq[18] and a battle took place there.[19]

Royal Palace[]

The Royal Palace, built during the Southern Reconstruction Project,[6] is located at the edges of the capital city near the mountains.[18][17]

Master Pakku's Waterbending School[]

This structure is a dojo-like structure with some wooden buckets of water so the students can use water inside to practice waterbending forms. Master Pakku, with Katara's help, trained Southern waterbenders at this school.[20]

Compound[]

The Southern Water Tribe compound lies deep within the South Pole, outside of the capital.[4] It is a small, isolated encampment secured by thick ice walls and a large gate. A large raised platform made of ice is located in the center of the camp, both for Korra's bending training and combat practice. Members of the Order of the White Lotus stood on a wooden pavilion overlooking the platform, where they monitored Korra's progress. Sentries from the White Lotus also man the watchtowers and clear any individual wishing to enter or exit the encampment.[16]

Festival grounds[]

In the middle of the metropolis near the mountains is a large festival grounds. These grounds host the Glacier Spirits Festival, ending on the day of the winter solstice.[21]
