Qiu was an information broker residing in the shang city of Bin-Er. He acted as a go-between between the city's famous errand runners and potential buyers of information.[1]
History[]
Qiu started working as a broker dealing in quality information, and had Kavik as one of his errand runners. Kavik did not know where Qiu was originally from.[2] He sent Kavik several requests; the first being to copy the list of private reservations at Gidu Shrine for Shang Teiin's disgruntled workers. The next request he sent Kavik was to steal the right document from a "visiting bureaucrat" at the Blue Manse, not disclosing that the information actually belonged to Avatar Yangchen.[1][3]
After the heist, Kavik met with Qiu in the Golden Cloudberry teahouse, choosing to sit behind the errand runner so that they were back-to-back. Kavik berated Qiu for sending him into a situation as dangerous as intruding into the Avatar's residence, though Qiu dismissed his complaint, doubting that an Air Nomad would have harmed him. Kavik handed Qiu the envelope that he and Yangchen had agreed to give his broker, and Qiu quickly snatched it away. In return, Qiu gave Kavik everything he had discovered about his brother Kalyaan, concluding that he must have left the city, as the pass control office had approved an eight-fingered Water Tribe man to leave the city for an unknown destination. In a rare moment of sympathy, Qiu said he was sorry, knowing that Water Tribe families were close. When Kavik asked about his own plans, Qiu said he was planning to leave and ditch the cold city of Bin-Er, and that he'd be aiming for Taku.[3]
After Qiu left, rather than head for Taku, he instead elected to travel to Jonduri, with Kavik later speculating that Qiu had caught wind of the recruitment drive for enforcers and spies being held by Chaisee, the city's zongdu, and had intended to barter the stolen letter in his possession. He was considered a broker "come bearing gifts too big for his worth" due to the immense value of the Avatar's letter, and seen as an obvious plant attempt.[4] Kavik also suspected that Kalyaan murdered Qiu, as the broker may have recognized Kalyaan if he got too far inside the association.[5] During his own infiltration of Chaisee's association, Kavik found Qiu's body at the back of the hall where Zongdu Chaisee's errand runners were operating from, with his body bloated and his purple feet starting to swell. He and Jujinta took the bodies of Qiu and Minister Sidao, another of Chaisee's victims, out to sea, and then Kavik was made to encase the bodies in a block of sea ice, letting the currents take the bodies away before any remains could be identified.[4] After Kavik informed Yangchen about Sidao and Qiu's deaths, the Avatar performed a Nanyan mourning lament for Sidao, but Kavik did not know where Qiu was from, starting to tear up. The Avatar comforted him, reminding him that there was a slim chance that a future Avatar may know who Qiu was through her memories.[2]
