Li was an elderly captain of the peace officers, Ba Sing Se police, who had been bribed by minister Wo to inform Avatar Kyoshi that the Triad of the Golden Wing had occupied the building block of Loongkau and to evict both the criminals and residents from the place.
History[]
In 295 BG, in exchange of payment by Wo, Li provided Kyoshi information about the daofei leader Mok and the Triad of the Golden Wing taking over the building block of Loongkau in Ba Sing Se's Middle Ring. Wishing to acquire the land for himself, the minister arranged for Li and his squad of peace officers to meet with Kyoshi after she defeated the outlaws, so they could clear the building of both daofei and civilians.
After the Avatar came out of the City Block, Li assured her that his officers set a cordon to prevent the people on the streets from interfering with them, but that they had not encountered any problems. He proceeded to ask her whether the building was safe and she confirmed this, telling him that he should call a doctor for the wounded criminals. He dismissed the suggestion and ordered the guardsmen to take everyone out of the block.
Upon noticing that Li's troops were throwing the residents in the street, she demanded to know why they were doing this. Li replied that they were "getting rid of the bad element", explaining that someone specific had been waiting to tear the place down for a long time. He offered her part of his bribe lest she not stop them, saying that she should talk to his employer in the Middle Ring.
Kyoshi told him to stop and he lied that he was acting in accordance with his duty, being able to clear the area of criminals. The Avatar bent earth into fist-sized clods, slamming them over the mouths and noses of Li and his men. The captain fell to his knees, choking like the others, as his eyes goggled out. She yanked off their headbands, saving Li's for last, looking at the seals sewn on them to find the identification numbers of the official in charge of them. Li turned purple before Kyoshi took the headband from under his cap, disintegrating the clay on his mouth. As he fell to the ground, gasping for air, the captain told her that Wo was the one paying him.
The Avatar told Li to clear the building of daofei and no one else and to write a confession about Wo and the bribes he took from him. She proceeded to look at Li once more as she left.[1]
Personality[]
Li was a corrupt man, willing to go to extremes like throwing people out of their homes or hurting them for money. He quickly broke under pressure when Kyoshi started chocking him with earthbending and he obediently complied with her wishes afterward. He had worked for many years, being old enough to retire by 265 BG, but did not do so as he had to work to pay his gambling debts.[1]
