Heng was a Dai Li inspector who worked for the pro-Fire Nation Supreme Bureaucratic Administrator's government after the Coup of Ba Sing Se.

History[]

Heng was among those Dai Li agents who pledged loyalty to Azula after the Conspiracy of Ba Sing Se, assisting her in the Fire Nation takeover of Ba Sing Se. Afterward, he investigated rebel activities against the pro-Fire Nation puppet government controlling the city from spring 100 AG, trying to ensure the safety of the "Joo Dees" who operated as "Supreme Bureaucratic Administrators", the puppet government's de jure leadership.[1][2]

Potentially acting on some kind of leak,[nb 1] Heng concluded that insurgents would try to attack the living quarters of the "Joo Dees" in the Earth Kingdom Royal Palace on the Day of Black Sun in summer 100 AG. He placed several Dai Li agents hidden in their quarters to watch for intruders, leaving only Fire Nation soldiers outside as decoys. Furthermore, he told the Joo Dees that the rebels would try to murder them, thus ensuring their cooperation.[1]

When Jin and Xuan attempted to rescue Suyin Wen, one of the Joo Dees, on the Day of Black Sun, Heng's agents apprehended them. He questioned why two who were so young would attempt an assassination, dismissing Jin's claim that she was attempting to save Suyin as a lie. When the two rebels refused to explain further, he ordered them taken to the dungeon for questioning.[1]

Jin and Xuan suspected that Heng's ambush had been the result of a leak by the Silver Fangs, allegedly to stop them from unwise actions and to restore contact with them for the upcoming liberation. This was neither confirmed nor denied by Silver Fangs leaders Sumi and Jan.[2] Heng might also have learned about the upcoming Day of Black Sun due to the information previously relayed by Team Avatar to the Earth Kingdom government.[3]
