The Four Nations Summit & Technological Symposium was a meeting of diplomats, scientists, academics, and technological innovators from across all four nations. The summit was held in the Fire Nation Capital, and took place just after Avatar Roku had mastered all four elements.[1]

The summit[]
Representatives of all four nations gathered in the Fire Nation Capital, with delegates planning to present different technological advancements from their nations. Although there were only four sovereign nations at the time, there were five delegations present, as the Southern Water Tribe successfully petitioned for separate delegations for each of the Water Tribes.[1] Due to the rise in global diplomatic tensions at the time, Avatar Roku and his waterbending master Taqukaq saw a possible political incident occuring at the summit. While Roku could not attend the summit, Taqukaq went as a delegate to observe.[1]
The event was hosted at Zoryu Hall in Hari Bulkan, with the intent that the summit would be held for the week. Khuchtei was the primary host of the event, as the Fire Nation's Minister of Education, Science, and Technology. Devoted to her job, Khuchtei fiercely advocated for the Fire Nation whenever discussions arose about technological exchanges. The Earth Kingdom delegation was headed by the charismatic academic and inventor Ikru, though many of his fellow delegates and his soldiers intended to spy on the other nations as a secondary purpose. The Air Nomad delegation attended under Ugyen, and mostly attended to foster peace between the other nations. While Taqukaq kept the Northern Water Tribe delegation relatively calm, the Southern delegation under Taqukaq's rival, Pohu, sought to constantly question everything, as Pohu was aware that he was the only chief delegate who had fought for his position.[2][3][4][5][6]
Theft of the meteorite crates[]
One of the most valuable resources that the Fire Nation had present were their crates of meteorite ore, said to be an unbreakable material when forged. Minister Khuchtei was enthusiastic about the innovation, and hoped that they could contribute to the design of metal tanks, a progression of Fire Lord Sozin's prototypes for overland war vehicles. The raw materials were stored in crates near Khuchtei's workshops.[7]
Minister Khuchtei announced to everyone that the crates had been stolen by an unknown party. After a few awkward moments when she ordered the thief to reveal who they were, Khuchtei decided to keep the summit going, as she wanted it to be a success, but ordered more guards to patrol the halls, as she wanted the thief to be revealed as soon as possible.[1] Khuchtei began to grow more unstable the longer it took, viewing the theft as tantamount to an act of war.[7] A diplomatic crisis threatened to unfold, and the aggression at the summit began to affect a spirit called Rust who had been drawn to the meteorite metal, threatening to turn them dark.[8] Although Taqukaq did not want to out himself as the Avatar's spy, he met with Bo, Chegu, Ema, Sherab, and Norbu, a group sent by the Southern Air Temple under Roku's request.[9] He trusted them to bring the situation to a peaceful resolution.[1]
