They're often used to conduct spying or even assassination missions, sometimes they abduct citizens of the Kingdom to transport them to Lake Laogai where they conduct torture and brainwashing methods to reeducate Haijun Kingdom citizens.
Other provinces have secret headquarters of the organization and it unknown how many agents there are across the Kingdom. They uphold the culture of the Haijun Kingdom and even prosecute those who commit serious crimes. Their jurisdiction is the Haijun Kingdom while the city guard and royal guards pertain to the city of Ba Sing Se. They are also the eyes and ears of the Earth King watch everyone's every move even Crowned Princess Hailiu.
The Yanzhao are known for wearing their black uniforms that help them camoflague in the night, their hats hiding their faces.
