Xiao is the current Earthbender Avatar and immediate successor of Avatar Korra. Born and raised in Republic City, he lived the first seventeen years of his life unaware that he was the Avatar, per the will and testament of Avatar Korra. Only a novice in earthbending, he has much to learn before he can hope to become a fully-realized Avatar.
History[]
Xiao was born as the second child of Zinan and Hui-Na, and was the younger brother of Maylin. They had a comfortable apartment in the Dragon Flats borough that his parents bought just before the gentrification of the district was fully underway. His parents split up when he was twelve, and the legal fees of his mother's divorce meant that they had to move out, while his father left Republic City for Yu Dao. They lived in the projects for two years, while Maylin dropped out of school, making money for the family by becoming hired muscle for a dodgy loan shark company, and later becoming a runner for the Creeping Crystal Triad. Skilled in document forgery, his sister managed to get Xiao a place at a better-funded high school by Kyoshi Bridge instead of the underfunded institution in the projects.
After his sister's first arrest, his family were evicted from the projects due to tax discrepancies, and couch-surfed for a few months, until Mrs. Seok, a friend-of-a-friend of his mother, offered them her basement for twelve hundred yuans a month. Hui-Na had no choice to accept, even though the rent ate up most of her salary as a housekeeper for the Yoshida family in the suburbs. Xiao was forced to get a job as a dishwasher in the Bold Badgermole, a restaurant in Little Ba Sing Se. His grades deteriorated due to him being overworked and constantly tired.
Soon after he reached the age of seventeen, the Earth sages launched an inquest into Korra's will after he took his time to reveal himself. However, the Earth Federation's government upheld Korra's will. Xiao was revealed as the Avatar after he was chi-blocked by his friend Pei during gym class, and firebent while trying to concentrate on positive jing. After Coach Chang called the police, the White Lotus confirmed that he was indeed the Avatar, and President Ying Hamada introduced him to the world as Korra's successor.
Xiao attended the president's gala, where he met many influential figures, including Lidana Sato. His predecessor's granddaughter informed him that he needed to discuss Korra's will. The following day, the executors of the will agreed that he would be sent to Zaofu to complete his earthbending training from Wuji Beifong. He also raised his recent knowledge that his sister had been arrested after killing a member of the Red Monsoon Triad; the executors advised him to avoid this matter becoming public. He soon left Republic City, Pei joining him.
Once they reached Zaofu, Beifong spent time teaching Xiao the more traditional style of earthbending. By the end of summer, Xiao was adept at the traditional techniques, and was beginning to grasp the basics of metalbending. After a scandal broke about his mother being housed in the Republic City Four Elements and paying for his sister's legal expenses out of the White Lotus's treasury, Wuji proposed a journey to the south to get away from the media's scrutiny.
Xiao trained in Kyoshi Island -- where he learned the art of tessenjutsu, and then sojourned in Omashu in Queen Buyi's palace. On the solstice, Wuji implemented his plan for Xiao to contact Korra, which was successful -- although the metalbender was confronted by Lidana. Xiao returned to Zaofu, but a plot had been hatched to remove Wuji as his mentor. Unsure where his loyalties should lie, Xiao entered the reflexive Avatar State, causing mass damage to the state senate building. He awoke in the Spirit World, encountering Jinora, who connected his spirit to his physical body. Wuji proposed that he take a preliminary test, and was permitted to train in the Fire Nation, mostly so he could get away from Earth Federation politics. Meanwhile, Samati was appointed his new earthbending master.
Arriving in the Fire Nation Capital, Xiao began training under Fire Lord Zenzo, although quickly found the training too slow and theoretical. Catching him accidentally firebending with Pei one day, the Fire Lord commanded that they take a spiritual journey across the Fire Nation.

- Xiao is a Chinese name meaning "dawn", representing that he is one of the first Avatars of the second cycle.
- Xiao is the first ever Avatar from the United Republic of Nations.
- Xiao is the second known Avatar of mixed heritage, after Kyoshi.
- Both are Earth Avatars, and while Kyoshi was half Air Nomad, Xiao has Fire Nation and Water Tribe ancestry.
- As Korra was the opposite of Aang in many respects, Xiao was created to contrast with Korra in many respects.
- Korra was born to Tonraq, an exiled prince of the Northern Water Tribe, while Xiao was born to a poor, unemployed family.
- Korra regretted being raised in a restrictive compound, while Xiao resents that the system didn't help him enough while he was growing up.
- Korra was revealed at an Avatar years before the traditional age of seventeen, while Xiao was discovered a year later than usual.
- While Korra mastered three of the four elements by seventeen, Xiao was still incompetent at his natural element at seventeen.
- Korra (and Aang) are extroverted, while Xiao is introverted.
- While Korra begins unfamiliar with Republic City, Xiao has known it as his home all his life.
