Shuicheng is the Haijun Kingdom's 28th Earth King, he is a secondary main character in Avatar: Civil Strife.
History[]
Born in 1970 BG, as the heir to the 27th Earth King's throne Shuicheng was born an earthbender which excited his father. He was the fifth in line of succession. He had three brothers and one sister, who by tradition would marry a man of the highest caliber from anywhere within the kingdom to begin a new Dynasty.
When Shuicheng was 18, he had goals and visions that only a king could implement and he knew his father nor his siblings would've thought his ideas were good. When his father fell ill, the siblings spoke about what would happen if their father died. It was obvious their brother Di Yi would take the throne and become the next Earth King. Shuicheng however believed Di Yi was incompetent and would make a terrible king.
He poisoned Di Yi for dinner with a slow acting poison from the Si Wong province where the sandbender tribes came from. In the morning, Crowned Prince Di Yi fell dead during meetings with an emissary from the Fire Nation while he and King Ziyou were attentive in the meeting. The next target became Chong Shan as he was the second in line of succession, he was ambushed by Shuicheng and killed with a rope. Prince Shuicheng made it seem like Chong Shan killed himself via hanging.
The third prince in line for succession was Sanci he too was poisoned but by another poison one native to the Zhong Tai province. This one killed Sanci in the outhouse, it led to dehydration via diarrhea, it was blamed on the outhouse cleaners. They were immediately executed as were their families.
His sister and himself only remained they were kept under watchful eye all day, every day the last on his list and next heir to the throne was his sister Min. Min was on the market for a husband and men were in and out of the palace, an investigation led to accuse her first potential husband-to-be the killer but deeper questioning came with no leads. She was fed the same poison Di Yi was given and died bowing to her future in-laws. Alas because the marriage was not official her husband-to-be could not claim the throne. Which was all a part of Shuicheng's plan, Shuicheng became the heir to Ziyou's throne and Shuicheng even enacted an attempt at his own life through a commoner who was paid for. Shuicheng argued with his father that the family of the accused murderer should not have their lives taken. They were spared and when time came Shuicheng ascended the throne to become the 28th Earth King.
Reign[]
In the beginning of his reign he reformed a great many things that his forefathers were proud of establishing. Things he thought were moronic and impacted the kingdom negatively. He also banned homosexuality which was a policy that was legalized after the fall of the northern Han Dynasty by his grandfather 26th Earth King Hu Haijun.
His reign of terror began in 1949 BG, a few months before the birth of his daughter with the reforms in full effect he had complete control of everything. He founded the Yanzhao, his secret police that will ensure the culture of the Haijun Kingdom wasn't threatened. He ordered for the posting of propaganda and all violators to this new rule will be executed, Hailiu was born believing that the Avatar served the Earth King as does every citizen of the Kingdom.
By the time Avani, is four-years-old a ton of things have changed and the Haijun Kingdom before Shuicheng no longer existed. The history in libraries were heavily edited to make children believe that the Kingdom before he rose to power was weak and were under constant threat from the southern Han Dynasty of Earth Kings.

Abilities[]
Shuicheng was born an earthbender and mastered the element by the time he was sixteen. Throughout his childhood and teenhood years his father Ziyou taught him diplomacy, politics, executive, legislative, and ceremonial duties of an Earth King. He was also skilled in poison-making which he learned through books from the royal library.
