Shisu was a Fire Lord, chosen by the Council of Fire Sages, who broke away from the Fire Sages and became a secular ruler.
History[]
Shisu was born in 3461 BG into the Manao clan, descendants of the Fire Lord Guofu. From childhood, he prepared to become a Fire Sage like his father. As a teenager, he wondered why Guofu had not established a hereditary theocratic monarchy. As an adult, he managed to gain entry into the Council of Fire Sages, and from then on, he became increasingly disaffected with spiritual authority, finding it restrictive and causing conflict with the noble clans.
After the Fire Lord's death, the Council of Fire Sages chose Shisu to ascend to the Fire Nation throne, mainly because he was from the Manao clan, which was nothing new as the Fire Sages had chosen a council member from the Guofu family on at least two occasions in history.
After ascending to the throne, he quickly realized how the Council of Fire Sages limited him. Eventually, he made the decision to separate from the Fire Sages. In 3413 BG, he officially separated from the Fire Sages and disbanded the council. However, the Fire Sages were not willing to allow this, which caused fighting in High Caldera. The nation was initially divided between who the government should be, but the view supporting secular rule was more dominant, and in the Fire Nation Capital itself had more nobles supporting Shisu. Wanting to avoid civil war, they surrendered to Shisu.
Shisu began a change of government to a hereditary monarchy, which became known as the Shisu Reform. Thus, the Fire Sages lost power and Shisu began the rule of the Manao Dynasty in the Fire Nation. During this time, the Fire Sages began to serve the Avatar.
After his death in 3388 BG, Shisu was buried in the Dragonbone Catacombs.
Legacy[]
Shisu introduced the first major change to the Fire Nation government in history. The Fire Lord became an independent ruler, though he was still far from an autocrat, as he still had to reckon with the noble clans, but he had much greater power without the constraints of the Council of Fire Sages.
During his reign, several names were also changed. High Caldera was renamed Hari Bulkan and Royal Caldera City, and Great Fire Island was named Capital Island, alternatively also Royal Island and Imperial Island.
