Rei is an extremely rude, condescending, and sadistic. Rei does exudes confidence and charm, often using humor and wit to deflect serious situations. Rei possesses a sharp intellect and is a natural leader, evident in his role as the leader of An Elite Squad of the fire Nation. He does have some measure of intelligence despite his over-the-top, cocky behavior. He enjoys being in control and isn't afraid to push boundaries or challenge conventional norms.
Despite his confident exterior, Rei can be callous and insensitive, sometimes treating serious matters with flippancy or sarcasm. He tends to prioritize his own interests and goals above others, leading to conflicts with those who oppose him. Rei's sense of morality is flexible, and he's willing to bend or break rules if it serves his agenda.
He does, however, reject Ariel's idea of an immediate surprise attack, as he believes an assault would expose his larger plan, which demonstrates that he has some level of self-control. He also demonstrates that he is a capable leader and strategist who curved a new extermination without arousing suspicion, showing that he does have some measure of intelligence despite his over-the-top, cocky behavior.

Rei was one of if not the most skilled and powerful firebenders of his time constantly being held with the same regard as Lucien, Rei was able to learn all the advanced techniques he mimicked withing a week's worth of time and continually evolved from their His strength is still held in such a high regard that even Lucien, acknowledged his strength and that a fight between the two of them would be difficult and considered was considered one of the three people that could beat him
Like Azula, Rei mimicked the ability to and managed to create blue flames, which are much more intense than the red, orange, and yellow flames normally used by firebenders. Elite also used his flames in different ways like he gained the utilize flames from his feet. Doing so he grants him massively increased mobility and speed, making him the fastest member of the Fire Nation. With this speed he was able to Perception Blitz both Zuko and Katara multiple times. Also notable was Rei's has much higher fire output then most fire benders being able to continually use his fire without tiring and consistently use higher outputs of flames. He mainly uses his fire in conjunction with his swordsmanship and using it create fire slashes, spikes, etc. He also is shown to be able to create a spider web of fire he uses on the ground or at range
Rei was proficient in the highly difficult technique of generating lightning, a sub-skill of firebending, displaying a expert control of this skill. He could produce large, compressed balls of lightning, he also learned to combined his fire and lighting resulting in his two strongest attacks one of which he charges his lightning and fire bending and combines them both by forming an arrow. He can also redirect lightning and mastered it.
