Elder Noa is a minor character in the fanon Avatar: The Legacy of Rong Yan. Elder Noa is the lead elder and adviser to Chief Cupun in Aupaluk, Northern Water Tribe.

History[]

Not much is known of Elder Noa, his noble house held a seat in the Court of Elders. He gained the adviser position after Cupun's mother Kya and her adviser stepped down from the throne in 690 BG. At the age of 18, he advised the young chief Cupun to furthering the tribe into the future.

Thus being adviser he became the leader of the Court of Elders upon his father's resigning of the position. His noble house owns a lumber company that cuts down and replants trees in the forest region of Niptaktuk.

The noble house is responsible for the selling of lumber to the city, and exports to other parts of the world. Supplies are in demand for the construction of battleships, homes, and other things.

Panic in the North[]

When Amak's body was found and the investigation deemed it to be an assassination, Cupun anointed Noa in charge of what happens next. The unrest occurred in Cupun's palace an hour later, Ambassador Dashi was accused of espionage and arrested despite having diplomatic immunity. Elder Noa and the other nobles agreed to debate on what occurs next in his estate. He even went as far as to threaten Ambassador Thod and Avatar Rong Yan with arrest. The next morning, a meeting in his estate with the Court of Elders agreed 5 - 1, for deportations of all Qiangda Kingdom citizens.

The other elders were panicking while Elder Siku remained calm and wanted to make decisive moves instead of panicking impulsive moves. A panic vote won to deport all citizens the next day.

Captain Sokka was ordered to begin deportations in the city and take an entire week or two to begin deportations in the country. If Sokka refused he would be stripped of his rank for refusing orders and arrested for word against the Chief. Sokka mobilized the royal guardsmen to begin deportations with the assistance of lower-class guardsmen.

Avatar Rong Yan, caught wind of this after he and Naartok sent Thod off to Ba Sing Se, by orders of Elder Siku, to speak with Earth King Qiang Zhen. Rong Yan attempted to save a woman and assaulted the guards who tried to split her from her family. Rong Yan was arrested by the guards and thrown in prison for a week.

When Cupun looked for Rong Yan and Thod, Elder Noa lied to him and said he sent Rong Yan to Ba Sing Se with Dashi to speak with the Earth King. He was unaware of where Thod was. A report arrived to Noa from Sokka. While the nation's deportations went smoothly with only a few being arrested, and there were also ten casualties of daofei who attacked the soldiers in Uvliruk, Anugi region.

Cupun held a meeting with Naartok, Unirak, Anatkuk, and Unaraq and wanted to share the news with Unirak. Aloi arrived to interrupt the meeting to bring the bad news to Cupun when she reported the information he thought she lied to him. Naartok spoke up and vouched for Aloi claiming her information as truth.

This angered Cupun, he called for Thod, Rong Yan, Dashi, Siku, and Sokka. The guards relayed to him that Noa had Sokka arrest Dashi, and Rong Yan, and deport citizens across the North Pole. Cupun remembered when the seer in the city's kashim warned him of treachery in the tribe. The Demon King of Trickery's prediction of the future became reality.

Elder Siku shared what she remembered from the events that occurred while Amak's body was being buried and while Cupun mourned for his nephew's death and prepared for his son's wedding. Dashi and Rong Yan were released from prison by Warden Sangok. Sokka revealed the threats from Elder Noa, and said he was forced to complete orders are he'd be arrested for refusing orders.

The deportations went smoothly while only ten civilians were killed, which angered Cupun even more. He sent Dashi to Ba Sing Se and called for Noa to appear, he chewed Elder Noa out and told him he endangered the tribe and was now a traitor. Cupun had Noa arrested for treason, which was punishable by death.

Instead of going with the court right away Cupun focused on his son's wedding first. The afternoon after the wedding Elder Noa's trial occurred. Everyone who was wronged by Noa testified against him. Warden Sangok was ordered to execute Dashi and imprison the Avatar for twenty-five years and never speak of it.

When the witnesses testified against Noa, the Court of Elders was proven innocent and released while Noa was proven guilty and given an execution. In his final effort, Noa challenged Cupun to an Atanerkugia, a challenge for the throne. Which placed the chiefdom and inheritance of Prince Tulok on the line.

Atanerkugia[]

An atanerkugia was a challenge for the throne the first occurred when the youngest son of a chief felt the older son was incompetent and weak to rule. He challenged the heir and won the duel, killing his own brother for power. Many duels have happened in the history of the Northern Water Tribe. The current chief during the time of Avatar Keirou had mercy for an old friend, the loyalists were banished with the conspirator. Thus the Water Tribe split into two tribes, and the loyalists fled to the South Pole.

The rules were simple it was a fight to the death if two waterbenders were the duelists or two non-benders the fight will continue as usual. If one opponent was a bender and a non-bender, the bender was chi-blocked as dueling a non-bender as a bender in the ritualistic duel was considered cheating.

Both men were allowed to choose weapons from a rack, the royal guardsmen circled one side with spears while the challenger's guards did on the other side with their spears. In this case, Cupun's guards were on the southern side while Noa's estate guards were on the northern side. Each guard held a spear the purpose of the circle was to prevent a coward from fleeing the duel.

The city's shaman is apart of the ritual as well, the Elder and his/her's shaman will play instruments for ambiance and thrilling purposes but to invoke the opponent's patron deities to assist them in battle. Yakone was the most important in the ritual duel he beat the drums. After a few minutes, Yakone would beat the drum in a sequence of beats when this occurred the circle of spears would grow smaller. Eventually, the circle would shrink small enough for close-quarter combat would occur and the challenge or chief couldn't run around.

The circle was only about half its size, Noa grew overconfident after he sliced Cupun on the side. Instead of Chief Cupun impaled Noa on his blade and mortally wounded the councilman. After he won the duel Siku healed Cupun while Noa was surrounded by his son Gilik and his wife. Chief Cupun stripped Gilik of his seat in the council but allowed the young man and his mother to remain in their estate and they stayed with their business and lands.

Abilities[]

Noa was born a waterbender and like many children in the Water Tribe was taught how to survive in the frozen wastelands of the North. They're taught to cook, make tools, use the tools effectively and hunt animals for food.

Noa was taught to fight with a sword at the age of 15, by his father's captain of the guard who still serviced Noa up until the man retired when Noa reached his forties. As a family friend, the retired captain was allowed to live in Noa's estate with his family in the guest house. Noa mastered waterbending at the age of 19 and also having trained his son Gilik at the age of four.
