Lao Piao was the steward of Governor Bei Luyou of Zhoukou province; He along with the Governor dies in an explosion at the end of chapter 4. He's a minor character in Avatar: Civil Strife.
History[]
Not much is known about Lao Piao, but according to Jian, he frequents the House of Ravishing Flowers on a daily basis. He pays top coin to keep one of the workers, Nu Ying from the other customers. Reserving the girl only for himself, he takes her to the dungeon where they have intense sessions. Sometimes leaving her ill the very next day from exhaustion illnesses.
According to Caigou, Lao Piao is a rich and powerful man with massive amounts of influence in the city of Guandi; he works as the steward of Governor Bei Luyou. He's first introduced to Nu Xing, when he enters the establishment. Caigou the procurer apologizes to him and let's him know that Nu Ying is ill again. Instead she recommends Nu Xing who has a similar body despite being older. He reveals to Nu Xing that Nu Ying the other worker is half her age, indicating that he statutorly rapes a minor.
He scares her by wrapping his arms around her but much to his dismay she thrusts him against a wall and chokes him. At first he believed that she liked it rough, but quickly learned that the woman was there for something else. To extract information from him, hesitant to give it up he later regretted it when the unknown woman strapped him to a table and branded him on the forehead 'pervert'. After he gave the information, she castrated Lao Piao and abandoned him. Later, the procurer came to check up on them when she was horrified in the state she discovered Lao Piao in. The city guard escorted Lao Piao via flying mount to the governor's infirmary.
Once inside he refused to speak about what happened, he was frightened and still in shock from the events. When Luyou ordered him to answer his questions, he finally revealed that some witch castrated him. But Lao Piao left out the part where he committed statutory rape daily; in the end when Luyou realized what was going on, he and everyone in the main house of his siheyuan were killed by an explosion.

Lao Piao was born an earthbender but skills are unknown because he was never seen using it.
