Kongbu Jingcha is a minor character in the fanon Avatar: The Legacy of Rong Yan. He is also the governor of Zhong Tai province, where he operates the state from within Shei-Pa, it's capital.
History[]
Kongbu became the governor of the Zhong Tai province when he was 37 after his father abdicated the seat of power due to age. With himself coming to that age he hopes his 15-year-old daughter will take the governorship for herself.
Kongbu led a long life of law enforcement with his guards around the capital and the state which led to Zhong Tai becoming the province with little to no crime in the Qiangda Kingdom. He earned the nickname of "Constable of Terror" because he would put fear into the criminals. Zhong Tai is mostly a province without much crime and because of his title, the crime is easily wiped out if the soldiers are not dealing with the civil war.
However, with his hands tied behind back and the Zhong Tai military fighting Oma Kingdom invaders on the coast of the province while also aiding Yizhu province in repelling the Oma Kingdom soldiers there. He didn't have the men available to send them to the Maojong jungles to eradicate the cultists and instead leads the Avatar there. Jingcha, and De task Rong Yan to save all the captives and even reward him after he rescues everyone.
Abilities[]
Kongbu was born a non-bender but has mastered the art of using a jian as an extension of his arm. Being known as a formidable opponent even in his old age the last duel Jingcha won was six months prior to Avatar Rong Yan's arrival in Shei-Pa.

- Kongbu Jingcha means "terror, constable" in Chinese.
- The crest of the Jingcha family is a Kangarilla, a hybrid animal which is a kangaroo mixed with a gorilla.
