Guwen is a minor character in the fanon Avatar: The Legacy of Rong Yan. He's the Grand Secretariat of the Qiangda Kingdom, serving two Earth Kings.
History[]
Guwen fell into the position of Grand Secretariat after his father died, Ta Po grew a liking to the young man and took him in. Guwen's father was the adviser of Ta Po at the time when Guwen's father passed away, Guwen became the adviser of the Earth King at 22.
He dedicated his life to serving the Earth King and because of this he never married or had children of his own. As Ta Po's adviser when Chung-Po was assassinated and Qiang Zhen was left without a father, Guwen stepped up to be the father figure when Ta Po couldn't.
Assassination of the 41st[]
Guwen's morning rituals consisted of getting ready and then waking up the Earth King and get the old king ready for the day. Just like any old day, Guwen minced over to Ta Po's chambers to find that the guards were dead. He barged through the door to find Ta Po in a pool of his own blood and squealed so loud. It alerted all the guards in the private sector of the palace after the royal guards found the body as well. The Horn of Quietus sounded and alerted the city-state that Ta Po passed away. The province believed it was of natural causes but it hurt them the most when they found out it was an assassination.
Regency[]
On the day of Ta Po's death, the servants and royal guards had to prepare everything for the next Earth King, Qiang Zhen, grandson of Ta Po. Lord Guwen took the throne for two weeks to run things while the coronation was being prepared. At the end of his regency and the coronation of the next Earth King, Guwen transitioned powers to Qiang Zhen and gave him ease into it.
Normally, Qiang Zhen was allowed to choose his own adviser but kept Guwen around for the relationship the two had. He saw Guwen as his father figure after his dad was ripped away from him by the Oma Kingdom after Gao Zu split from the alliance with the Qiangda Kingdom.
Reign of the 42nd[]
Guwen remained the Grand Secretariat and adviser of Qiang Zhen, advising the young Earth King. Proving to be an effective adviser for the king, he taught him much and Guwen carefully instructed the young Earth King.
The temper Qiang Zhen had cost him the ceasefire his grandfather worked so hard to create with Gao Zu and also cost him peace between the Northern Water Tribe and the Qiangda Kingdom that plunged the two into war. With close mentorship from Guwen three years later, Qiang Zhen is spending the last year of the war mending the mistakes he made.
Investigations on a Coup[]
A plot to overthrow the new Earth King began soon after his coronation in 658 BG. Lord Din Cuandao, a nobleman in the Upper Ring carefully constructed a well thoughtout plan that would go over the course of a few years to commit a coup on Qiang Zhen.
Qiang Zhen had the reputation of a weak, immature Earth King when he rose to power several laws went forth. That greatly affected the Lower and Agrarian Rings of the city-state, to which Cuandao took advantage of. With the help of the guard commander in the Lower and Agrarian Rings, and the Minister of Revenue.
The guards recruited into the guard force were criminals with minor offenses, while others grew to become corrupt. The commander paid the guards very little to begin with and blamed the tax laws of the new Earth King. While the reports from Shuishou Dachen, the Minister of Revenue for taxes implemented by decree of the Earth King went unreported by the Minister.
The Minister pulled the strings on the tax surging in the poorer districts which didn't affect the Middle or Upper Rings. For three years, the corrupt guards fought with the daofei, eventually after so much harassment and wrongful arrests of lower-class citizens happened. A revolt of the lower-class created the Yapo triad.
Who's main purpose were to steal and kill the rich, and give to the poor. Rumors of the revolt reached the ears of the Grand Secretariat. Lord Guwen began investigations on the rumors that led to Minister Dachen, and Commander Fubai's arrests. A plant was hired to trap Dachen in the palace and commit an assassination attempt on Qiang Zhen.
Qiang Zhen heard it himself during the time he burrowed in the ground of the throne room along with other agents. Lord Din Cuandao's estate was raided by royal guards, on a night where he and his men would meet for a weekly meeting. Many were arrested and Cuandao was killed, his body was tossed into the compost of the Agrarian Zone to send a message to the lower-class that the Earth King hasn't forgotten about them.
Cuandao's corpse held a sign while the carrion birds feasted on his flesh. The blood of innocents was finally repaid by the death of Lord Cuandao the man responsible for the corruption of Lower Ring and Agrarian Zone guards, the establishment of the Yapo triad, and deaths of many innocents. All those who were arrested were executed the next morning as punishment for treason and committing a plot to overthrown the Earth King.
Abilities[]
Guwen is a traditional Palace Secretariat, his job is to advise the Earth King and assist the Earth Monarch in political decisions. If granted by the monarch themselves a secretariat can also have the legislative, judicial, and executive powers of the King. Even making military and diplomatic decisions.
All of the ministers report to Guwen nothing gets past him, that is why sometimes by historical standards some Grand Secretariats were deceiving and often ruled the kingdom while the monarch was simply a puppet.
