Guanli Yuan is the Haijun Kingdom's Grand Secretariat who appears in the fanon in Avatar: Civil Strife.
History[]
Guanli was born to a noble family in 1959 BG, he spent his time in the University of Ba Sing Se studying political science. From graduation he found a career as part of the Six Ministries of the Haijun Kingdom government within the city. Working as the Minister of Works for nearly a decade before he was appointed to be the Junior Grand Secretariat.
Several years later, he became the senior Grand Secretariat, when his precedessor passed away, which allowed him to gain the duties of advising the Earth King of the Haijun Kingdom besides guiding and responding to the Six Ministries of government. Now he's served as the Senior Grand Secretariat and adviser to Shuicheng for over twelve years.
Abilities[]
Guanli was born a nonbender but he has skills in diplomacy, law, politics, and when he served as the Minister, of the Ministry of Works. There he picked up the skills of mathematics, leadership, management, and architecture because he was involved in the construction of roads, and buildings within the city.
