Court of the Clans are a group of representatives from every clan that holds alliegiance to the Kuiwu Dynasty, they're minor characters in the fanon Avatar: Civil Strife.
History[]
This court was founded by Kuiwu Gun when he established himself as the next Earth King after the assassination of the southern Han Dynasty. The court serves as something to remind the Earth King of his citizens within his kingdom, each barbarian clan that holds allegiance to the Oma Kingdom sends a representative to Omashu City.
An elected representative is chosen by a barbarian clan's chief, the representative is usually a nobility from the clan. They report issues that their clan faces while in the Oma Kingdom, that must be considered and addressed by the ruling Earth King. If the ruling Earth King is too weak the Court will work together to usurp their leader and place another upon the throne. Something that Yeman is conflicted with later during his the beginning of rule.
Yeman as the Kuiwu clan's representative fixes issues for the Kuiwu clan who call Omashu province their home, and the citizens who aren't of barbarian blood.

- Court of the Clans was inspired from Avatar: The Legacy of Rong Yan, I used a similar idea for the Water Tribes' governments.
