The Court of Elders was a group consisting of the respected elders of the Water Tribe. Both the Northern and Southern Water Tribes had their own court of elders that reported to the chief of their tribe. Within the hierarchy of government, they were directly under the chief. Consisting of the lead elder which was also known as the adviser to the chief, and other respected elders of the tribe, each a representative of the number of regions of their land. For example, there are seven regions in the North Pole, but only six representatives. While there are two islands they belong to the Irringuaa region to the west of the capital. The Natignak region is uninhabitable by any person as nasty winter storms blow constantly through the region.
Each representative and their family live within the capital city of the Northern or Southern Water Tribes, while the village elders in their regions work with them. The representative owns land in the regions they represent and the villages hold a meeting on choosing their respected elder of the region to represent after their previous one dies.
When Hasook the Elder passed away the title was given to his son Hasook the Younger, the family is well known and loved in the Kunikluk region. While traditionally, this isn't how it works, Gilik, son of Noa was stripped of his seat by Chief Cupun. This caused an outrage amongst the villages in the Niptaktuk region but was later solved by Cupun and the court. In 654 BG, another elder from the region was chosen to replace Elder Noa.
One of the most important policies voted on was the banning of Bloodbending, although the North wasn't affected by the events that transpired in the Southern Water Tribe with Avatar Anana and her husband Tuuluuwaq.
Another vote that panicked the court was the deportations of Qiangda Kingdom citizens from the tribe. When Amak was assassinated by a third-party and blamed on the Qiangda Kingdom, Elder Noa pushed his racist views and agenda on the other elders who were in a panic. They panic-voted to deport all citizens from the tribe. This resulted in mass arrests of those who refused and ten casualties of daofei in the Anugi region. When Cupun found about this from Aloi and a few other witnesses Noa was arrested for treason.
A fair trial was held the jury which actually consists of the Court of Elders, but that trial was discussed by Cupun, Ashuna, and Tulok who decided the fate of the Court and of Noa. The Court was held innocent of their impending punishment and were free.
While Noa was held accountable for his crimes and proven guilty of treason. Treason is punishable by death, before being publicly executed by Captain Sokka. Elder Noa challenged Chief Cupun to an Atanerkugia, a challenge for the chiefdom, which traditionally, is done between relative families.

The Court of Elders debate about policies brought to them about their village elders within the regions they represent. Which they debate for days on end, and then vote them in the next process is bringing it forth to the chief. If the chief of the Tribe likes the idea they will sign it into law.

Court of Elders is based on Northern Water Tribe during the life of Aang. Arnook had a court of elders, which Pakku was a part of.
