Bei Luyou was the Governor of Zhoukou province; He along with his steward Lao Piao dies in an explosion at the end of chapter 4. He's a minor character in Avatar: Civil Strife.
History[]
Bei Luyou is mentioned in Chapter 2 as the Governor of Zhoukou province, and a part of General Ninjing's region in the Council of Five assignments. Bei Luyou was born into the Luyou family, the governance his family held in Guandi went back four generations before the Oma Kingdom took the city after his anointed commanding officer surrendered to spare the lives of the Provincial Guard and Naval forces.
Not much is known, according to his steward, Luyou is married and has two fraternal twin daughters. Bei also loves music and his favorite tune is "The Feifei of Guandi", a ballad written about his grandfather or great-grandfather.
Assassination[]
Lao Piao arranged Governor Bei in a meeting with a Yanzhao officer on behalf of Earth King Shuicheng, and Spymaster Nao Yanxian. The operation entailed about a report of rumors of a cult of Daozhi in the Guandi mountains north of the city. A disguised Gan met with the Governor to speak about the operation that will take place. While a hireling played music in the background, Jian previously mentioned to Gan that Governor Luyou enjoyed music.
The meeting was interrupted after thirty minutes, when a guard came to escort Luyou to the infirmary after his steward Lao Piao was found severely injured at the House of Ravishing Flowers. Once inside Lao Piao refused to speak about what happened, he was frightened and still in shock from the events. When Luyou ordered him to answer his questions, he finally revealed that some witch castrated him. But Lao Piao left out the part where he committed statutory rape daily; in the end when Luyou realized what was going on, he and everyone in the main house of his siheyuan were killed by an explosion.
Abilities[]
Bei Luyou was born a non-bender, and there is history that gives information on whether he knew any fighting styles. Bei Luyou is also a government official and the governor of the Zhoukou province presiding in Guandi. Governor Luyou is skilled in communication, diplomacy, law, economics, and politics. He's also known to have a bit of military tactic training but after his death his city failed to stop the siege and instead surrendered.
