Unalag could bend Water. Wan could bend Fire. The only reason Wan was able to bend all four elements was because the Lion-Turtles granted the other 3 elements to Raava to hold for Wan to use until he mastered them. This concept can cause some ambiguous interpretation.
A dark avatar would only be reincarnated with the ability to bend one element, which ever element the human was born with because Vaatu was not granted the power by the Lion-Turtles much like Raava was.
This begs the question. Since Wan was already holding Fire and could only bend Water, Earth & Air because of Raava then when he died and was reincarnated into the next element in the cycle (Air) then, in theory, the following Avatar should have only been able to bend Air, Water & Earth given that Raava only possessed the power of Water, Earth & Air and that the human was born with an element she already had. Following consistency of the way this was initiated, only Avatars born natively into the fire element would be able to master all four elements.
Raava dies outside of Korra's body and is reborn. Essentially a new Raava. Here's what I don't understand. The NEW Raava spawns with no connection to Korra's past Avatar lives because she is a fresh new Raava incarnate which means this new Raava did not receive power from the Lion-Turtles. Therefore, Korra should, in theory, only be a waterbender and all Avatars born from her new line of Avatars could not be benders of all four elements without THEIR Raava obtaining the remaining elements from the Lion-Turtles.

The only thing that could debunk this theory is the original deal that was made between Wan, Raava and the Lion-Turtles. The deal was that no human has ever held more than one element and that they would grant the power to Raava until Wan was able to master the other elements. So.. did he master them? Raava and Wan ended up doing something different from what the Lion-Turtles expected. They bonded together permanently. So what effect did this bonding have on the Lion-Turtles original agreement? Did Wan master the remaining elements, and if so, did they then bond to his human self or did Water, Earth & Air stay with Raava?

Like you said, Raava was the one holding onto all four elements' that allows the avatar to access them. So when Korra rebinds with Raava she regains these abilities likely because the elements are still apart of her. When Raava is reborn from Vaatu, she is not entirely a brand new Raava as she implies that she still has her memories of Wan and being one half of the avatar. So she likely is reborn with the elements still connected to her. But she was unable to reconnect Korra to her past lives because the spirit of Wan and the other avatars is separate from Raava. It was just her power and connection between all of Wan's lives that allowed the avatars to connect with their past selves. So this connection would not be carried over into Korra rebinding with Raava like the elements would. But that is just my understanding of it after just having rewatched the second season.
