Zoryu era stato il Signore del Fuoco durante l'era giovanile dell'Avatar Kyoshi e successore di suo padre Chaeryu. Durante i suoi primi anni di governo, era stato ritenuto un governatore poco gradito per via di ripetute carestie o altre crisi alimentari, il che portò la popolazione a pensare che fosse maledetto dagli spiriti. Suo fratellastro Chaejin era il suo più acerrimo rivale a corte fino a dichiararsi il legittimo erede al trono, il che portò a una piccola guerra civile.

Solo dopo la purga del clan Saowon, Zoryu iniziò a mostrare le sue qualità di governatore deciso e tattico astuto. Conscio del pericolo sempre incombente di un nuovo conflitto che partiva dai vari clan, iniziò una riforma della Nazione del Fuoco con lo scopo di radunare il potere soltanto intorno al Signore del Fuoco e depotenziare i clan.
