Elsa is a waterbender with a combination of ice and snow. I was wondering who can teach her how to control her bending powers and when to use them. Could it be Iroh, Zuko, Katara, or Aang? I'm not sure. I would appreciate if you answer my question. Thanks!

No. She's basically a waterbender with specially enhanced ice and snow powers. The Avatar has the power of using all four elements, not just one.
@Isabella Alexander 1226 Katara can teach her, but she needs a therapist like Iroh or Aang to help her overcome her fears.
