I mean it was never said that Kyoshi ignored chin all the way, maybe kyoshi tried to stop chin from rising to power and due to various reasons she couldn't like being involved with other nation work, etc. So maybe she fought chin but failed and the chins death happened in the last fight like the series finale

It would divide the nations more, as we learn in the novels,the 4 nations are already divided and only merchant deals connect them except the avatar, if we had 4 avatars for each nation the nations would be more divided and if a war starts it would be total anarchy with 4 cosmic level power houses batteling each other
