The reason why they didn't look for airbenders in the Water Tribes and Fire Nation has to do with history. Think about it. The Fire Nation destroyed the Air Nomad Temples during the genocide, but look at the name: Airbenders were what? Nomads. So it is highly probable that there were small groups and individuals wandering around the world at the time of the genocide. What happened to them? They disappeared. Where did they go? It is highly likely that survivors, instead of putting up a resistance against the Fire Nation (which would have = suicide after the fall of the temples, and they're a peace-loving society anyway), they integrated into society. So, which society?

The comic "Relics" explains that the ones who weren't at the Temples during the attack were subsequently lured into traps and killed. It remains canonical fact that Aang is the only survivor of the original Air Nomads.
