Well, I think that Iroh does have a more spiritual side than others, I mean, he is Iroh. I cant really see anyone else in the Spirit World from Avatar. I mean, Zuko, Katara, Sokka, and Toph don't have as much spiritual connection as him, which is why Iroh was the only character in the Spirit World.

That and Iroh had already been to the spirit realm, which does seem a rare ability in the world of Avatar. That being said there could definetly be other humans in the spiritual realm, but who says that they have to look human? When it comes to spirits and spirituality there is a very broad spectrum of influences and ideas. Truly the only other character who would make sense being in the spiritual realm from the old series is Guru Pathik, but he was so connected to the flow of the world that if the spirit world is not the afterlife (which I don't think it is because the spirit realm has always been conveyed as a seperation of the humans and the spirits) then he would probably go to whatever afterlife there happens to be in the the world of Avatar. Done rambling now.
