Villains with plans are easy mode, now insane villains those are the ones you gotta watch out for.
As short sighted some other antagonists might by they still accomplished things, albeit not thier overall goal as those pesky kids always got in the way, but did atleast made strides.

The metal earthbenders bend is mostly metal with trace amounts of dirt in it so why should it be different for the oxygen in water based blood.
You mention exceptions so much but won't allow one for this situation. I'll concede on the Iron in the blood. But the oxygen is another story. If anything it would be perfect for an airbender to use. Since the oxygen is so small you would have to be extremely intune with your element and the body, which the air nomads being monks works perfect for. Being at one with oneself, understanding the flow of air in your body would be easy for a monk that spends tireless hours meditating to understand.
No one could bloodbend before Hama, no one could metalbend before Toph. By your logic they never could have because no one did it before.

I mean better is subjective. Both were doing a great job in thier respective fields(barring intervention from protagonists).
Long Feng had an iron grip on Ba Sing Se, but that was his ultimate goal, he wasn't looking to create an empire.
Kuvira was doing a smashing job as a Conquerer, but we really didn't get to see her in the role of a ruler of the empire she was building.
I would have to go with Long Feng just because we don't know for sure how Kuvira would have done as a ruler which was her ultimate goal.
