No it's not, it's not a plot device that came out of left field and it wasn't at a time when it was helpless, there were hints throughout this season and the last that something was up between the two.

In this case, it's better called
"Amor Ex Machina". meaning love from the machine. It's thrown in the last scene to resolve Korra's enduring relationship struggles in an instant, saying: "You know this girl struggled quite a bit finding her mate. And we've been reading some fan forums on why Korra and Asami would be a better couple, hey why not invent one in the finale? It'd be the climax of the series, and everyone would talk about it after we're all gone (since Nick booted us). Because guess what? We actually did a pretty lame job tying up this series in Book 4 and didn't have any clue to how to resolve everything as meaningfully as possible, so Korrasami is our plot device for redemption!"

Lame job? They busted their asses trying to bring closure to as many characters and moments in 13 episodes, introducing some other characters too to bring closure to them, minus one because of budget cuts. On top of that, Korra's relationship problems weren't present after Book 2, they all grew up from it and Asami and Korra became closer friends from it. That's lame? That's lazy?

It surprised everyone and brought the story to a happy ending.

In the finale, they put Korra and Mako in a frame where I thought they were going to reconcile their relationship. But it didn't happen. Then Korra walks away from the wedding. Tenzin comes along. Tells her how great an avatar she's become. At that point, I was expecting the whole Team Avatar showing up by Korra's side, including Naga and Pabu, and perhaps all of them taking a vacation to the spirit world. Given the series' momentum up until that point, that'd make more sense. But no. Instead of Team Avatar getting together, we're slapped with an Amor Ex Machina onto our face. It seemed more like a desperate measure on the part of writers, if you ask me.

I have a feeling you wouldn't be as pissed with the term you made up if this was Mako and Korra getting back together. And in no way did it feel desperate nor did it slap the face of fans, in fact, an entire sea of fans have been begging for this shipping for a while. If you're not happy with it, that's fine. But the writers did they're damn best to wrap up as many plot points in 12 episodes which isn't an easy job.

I think it was helpless. Korra and Mako didn’t work out, and from that point onwards, I'd have Korra following her own path, exploring the world just as other avatars did, without getting entangled in relationship mumbo jumbo. The only hint for a possible bisexual advance was that letter in Chapter 2, and blush in Chapter 7. I’d taken it really seriously had Korra taken Asami with her when visiting Zaheer; or if Korra was concerned about the well-being of Asami when she got blasted by Sparky Sparky Doom Mech; during her fight in the hummingbees; and on and on….These could've been really CLEAR indications, when you're in love with someone or at least have some feelings for that person.

I gave the Mass Effect 3 reference, but unless you’ve played that game, it’d be difficult to communicate why LoK’s finale is a blatant Amor Ex Machina in the service of fans. It was a last minute throw into the plot to satisfy a segment of fans.

Second, you are confusing “hard work” with “good work”. Hard work doesn’t always equate good work. The production team had their moments, and kudos to all that! Hell I even applaud them for all the great stuff they accomplished – animation, music, sound, character development….but as many fans acknowledged, Book 4 has turned into a bit of a mess after Episode 5. They wasted too much time on trivial stuff; many moments felt like a filler. Mind that with “lame job” I’m not referring to Bryke per se; lots of factors that were out of Bryke’s control resulted Book 4 turning into a less impressive work, now definitively compromised by that awkward finale moment.

Third, I’m not pissed; I’m disappointed. And when I say I'm disappointed, I refer to that last 2 minutes. Everything up until that last 2 minutes was perfect: The battle, the music, the spirit portal --- it was the production team's genius to deliver the best possible action and emotion packed finale to all the fans of the series! However, as soon as Tenzin left and Asami appeared, there things started getting awkward. To begin with, I’m not a fan of any type of shipping business; I’d rather that Korra ended up being alone, or simply with the rest of Team Avatar in the very finale frame.

You probably can’t even see the problem, can you? -- You said
“an entire sea of fans have been begging for this shipping for a while” --- we know that this is fanservice. But there is another meaning here that is more troublesome: That the production team allowed their artistic vision and integrity getting biased by the input of a segment of fans. Mind that there’s also another sea of fans that would rather Korra not ending up with anybody.

I don't have any relationship goggles, except the goggle of storytelling and good plot writing. If you can remove your Korrasami fandom goggle and see the series by taking an outsider’s perspective, you’d see how awkward the finale feels. Yet again, that’s mine and a few others’ accounting, and it seems we’re in minority.

Although it isn’t a canon yet, I’m afraid the media has already taken the reins just as I predicted. No matter what others say, it's 100 percent guarantee that EVERYONE will remember this show with that finale. It's just sad because there are so many other great things about this series that will now end up being overshadowed by that final frame:
