<p>Maybe in more war torn areas of the Earth Kingdom where fire nationals live their is a devide, or recently occupied areas such as omashu were there cultures did not have time to mix. </p>

Ty Lee is a very intersting choice because of her personality, but we haven't had that much development between them. I can only recall the one scene during the Promise (might have been The Search). Her story seems to be more tied into Azula's than Zuko's.</i></div>

We don't know if bending was or wasn't a requirement to becoming a URN councilperson, I mean Sokka was one of them at one time meaning that is not a requirement however by the time Korra came to the United Republic nearly all, if not, all councilpersons were benders. In my opinion that would not have made things fair to anyone if one of the councilpersons would have need it to be a non-bender when there are examples from the other council members that were or weren't benders, however I'm not sure the Avatar having an ex officio position such as councilperson just because he or she is the avatar would have been fair either. But once again I wish more would have been revealed about how the URN was govern as we <i>were there</i> for most Korra's adventure.</div> <p>I Just Think It would give them more of a voice, and not a crazy one Like Amongoose.
