Who are your favorite and best rulers of all four nations (and United Republic) in your opinion?

We all love President Moon, but something about her running for President is a coming off as rushed to me. Like, there are nuances that surround Zhu Li and her legitimacy as President of the United Republic, such as:

1. Zhu Li being technically a fugitive, begrudgingly pardoned by then-President Raiko to be with Varrick and Kuvira. Pro-Raiko supporters should have appeared in the comics to contest her presidential bid.

2. Zhu Li's citizenship remaining unclear. We don't know for sure what exactly is in the URN constitution but if it was patterned from the US constitution, then Zhu Li had to be a natural-born URN citizen. It appears that given her Book 2 robes, you would think she was also from the Southern Water Tribe.

3. What's interesting is that Zhu Li worked for Kuvira yet it wasn't publicly known that she only joined Kuvira to stall her, so again, Pro-Raiko supporters should have used this against her.

The workings of the URN government post-council remains an interesting mystery to me and I'm interested to hear your thoughts about this.
