Who are your favorite and best rulers of all four nations (and United Republic) in your opinion?

What is the difference between the Four Nations and sovereign states? The Four Nations refers to the Fire Nation, Water Tribe, Earth Kingdom, and Air Nomads. I was just on the Fire Nation article and it says "The Fire Nation is one of the Four Nations and six sovereign states". I thought after the Southern Tribe gained independence that there were six nations. Now I'm guessing that the Four Nations are ethnicities and that the sovereign states are the individual countries. If that's true I think its weird how "Fire Nation", "Earth Kingdom" and "Water Tribe" are ethnicities.

I was thinking maybe there can be an Earth Kingdom civil war. Democratic and Independent Pro nations on one side while Pro monarchy pro nations on another side.

I feel like since the water tribes broke up, some wealthy states like Omashu and Zaofu may leave the Earth Kingdom and become autonomous Republics. Do you think this might happen?
