KendixPL, I'd have to say that she was ineffective with Azula due to Ozai's overriding influence on their daughter. Azula's power, intelligence, and personality required a firmer hand in her upbringing. Ursa tried to be that firm hand, but Ozai rewarded Azula's manipulative, domineering, and aggressive personality. And with him being the only person strong enough to contain her, it made Azula virtually fearless of her mother and rendered Ursa's attempts to better parent Azula and give her the love and the discipline she needed to develop a less malignant personality ultimately futile.

@Yoshikage1234 Other mothers exist in the show, but I get what you're saying. Ursa's influence was more significant than any other mother's (excluding Kya).

I don't think so, Ursa wasn't a good mother, even to Zuko. She could have just took Zuko to her to live with Ikem and Kiyi, also Ursa could take Azula with her, if Azula resist or will do something impulsive, Ursa could lull her to sleep with something without Azula knowing that and without Ozai discovering nothing. Also, instead of being cruel (unintentionally) to Azula, she could be very patient and emphatic to her instead of just Zuko and Kiyi, why Ursa had Azula if she won't take care of her just like Zuko? She is also Azula's mother.

She could do that, but she didn't.

Ursa could not take the kids because Ozai threaten her so she didn't have much of a choice.
