Oh, tough. I think I'll end up choosing Kuvira, because she was probably better written (except for her "redemption arc").

I think Azula is better than Kuvira. Azula is my favorite villain in the entire avatarverse

As characters Azula is more fleshed out but kuvira is almost on par with her all things considered. I would actually like to discuss this with someone if anyone is willing. (because I'm now thinking about how good a character kuvira is and surprised I find her on equal footing with azula, so I would like to test it)
