Most confirmed is Jianzhu with 5,000. While not confirmed I think the next two would be Sozin and Lao Ge. But who else do you think?

I agree, Aang or another avatar has to have the next most kills.
I don't think someone could rival Jianzhu unless they were extremely powerful or just killed lots of people over a long period, but a close second is maybe Thapa? He wreaked havoc on Bin-Er with his combustionbending.
