Most likely Ozai because he became good in book 3 and join the Gaang where they killed Fire Lord Zuko !
Technically Zuko was the Phoenix King at that point. Do you mean Fire Lord Mai, from whom Ozai saved Sokka by taking the knife she had thrown at him? She was also killed, if I recall correctly. Though, the kill really only belonged to Sokka, since he was the one that shot her using his iconic Bow and Arrow.

Who voted Ozai? He's an abusive father to his kids. Zuko (who is my second favorite ATLA character, Sokka being first) could have acted like he did in the first few episodes of season one the whole show and he would still be better than his father.
Really? I mean, sure, Ozai can seem like a bad guy on the surface, and is one for the entire first season, he does get that redemption arc by the end of season 3. He even joins the Gaang and becomes Avatar Toph’s waterbending teacher! By contrast, Zuko is just plain evil. I mean, he wanted to use the power of the eclipse to wipe out the Air Kingdom. It was really a powerful moment when Toph chose to overcome her fear of harming the Fire Lord and kill Zuko. Ozai may have his flaws, but compared to Zuko’s raw evil, there’s no comparison. Ozai is just plain better. (I voted Ozai ironically.)
