If you're wondering why in the world is Mako not on here, the answer is because he barely does any jet propulsion, and it's very much just pushing himself upwards slightly.

Though nobody is probably going to vote for him, I think General Iroh is the winner. At the beginning of the airplane fight he was able to jet propel himself as fast as a plane taking off, and while flying, he has the biggest flame. If I were to turn this into a list, it would probably be:

1. General Iroh

2. Jeong Jeong

3. Ozai

4. Korra

5. Azula

6. Rangi

Mako used jet flight to fly up to the hole in Kuvira's robot.

and so yes, Iroh Jr. is the absolute top 1 here. the guy caught up with the plane, what can we talk about at all

General Iroh movements are so graceful that I choose him.

Azula or Iroh. They're the only two who can sustain a flight without the Avatar State or Sozin's Comet.
