Did Kuvira lock up other Zaofu guards?

In The Terror Within we see one of the guards of Zaofu firebend at Zaheer. In Season 4, we find out Kuvira has been locking away those she sees as non-Earth kingdom, like firebenders and waterbenders. Does this mean that she locked up that guard?

There was a Zaofu firebender? I thought everyone in Zaofu is an earthbender.

@Yoshikage1234 that’s what I though too, until I was rewatching the episode and during the fight with Zaheer, a guard shot fire at him.

It kind of makes sense, considering Su is all about 2nd chances and inclusivity, but it does make me question Kuvira even more.

Honestly, you can argue that the reeducation camps were not properly explained. They just mention it and that’s it.

Honestly yes she did, and I remember seeing that fire bender in the Terror of within and it might be possible that Kuvira locked him up because Zaofu like Republic city is a Multi cultural state. Maybe she did lock him up

@AvatarPhoenixGrey2 Yeah I just figured that out. She did lock him up because she found out that he was fire bender and like she said if one crosses our borders or stands in our way will be crushed.
