This is very biased in toph's favor. toph explicitly stated that she would rather chill in a swamp than attempt to fix an unfixable world in vain. Kuvira has the mind of an avatar, wanting the unity of a nation and the prosperity of humanity as a whole. she would be much like kyoshi but more concerned about control and power. other than that Kuvira would probably be the best avatar on this list
