I mean realistically yes because metalbending is just bending smaller fragments of earth within the metal your not actually controlling metal same with bloodbending your just moving the water in someone body any bender should be capable of all sub bending its just a matter of controlling your element more precisely

I’m sure he’s capable, but I don’t believe he has been able to do it
