Egypt no doubt. They are more known for that than anywhere. The question is which nation would be darkness? That might sound confusing. Maybe Germany with their Gothic culture. I know places like Nigeria and Ghana also have lots of dark mythology. But honestly imo, light and darkness based nations have no place in Avatar. I think it's better to just stick with the physical elements and tie them to powers.
