It would be hard to say specifically I think. I mean it makes sense why Zuko and Iroh did it, because of Fire Nation customs and such. But as for Korra, it would be really hard to say why exactly. You could say she did it because it’s a common thing in a show or movie for the main character to cut their hair when they get upset. (At least in most of the anime’s I’ve seen)
But on another level, she did more than just cut her hair, she also changed her clothes, and sorta changed her look. She also tried to change her demeanor and act differently. So, I think a larger part of this is that she did all of this (including cutting her hair) because she wanted to get rid of the old Korra. Maybe even get rid of Korra in general, after all the old Korra was the one who lost. Korra finds herslef at a place where she feels weak, she feels that she has lost and has failed and has just maybe everything worse. This is because she has been hurt, more than that she was nearly killed.
I think this was the turning point, because (as we saw) she also saw Amon while being poisoned. Someone who caused her much fear and pain. And really the first thing to show her the danger the avatar had to face and also to threaten her life. All of this shows that not only Zaheer and The Red Lotus were responsible for traumatizing her, so was Amon. And her past villains still haunted her. As we kinda see play out in season 4 a bit more. Finally this all kinda raps into the fact that Korra just wanted to get rid of that life, I think that’s why she also pretended she wasn’t the avatar. To hide of course, but also to get rid of her powers, as if she never had them. She wanted to get rid of Korra and all the pain and hardships she had suffered and become someone else.
Which brings me to the final thing in which I’d like to point out something that sorta shows this in the show. When she sees this vision of Korra, her, she sees of course a poisoned Korra that is dangerous, scared, and alone. This vision is also in chains, like how she was when being poisoned. But I think what scares Korra the most about this vision isn’t that it’s her poisoned, but it’s because it’s her old self, not changed, or different, just alone. All of which end up showing that she really is just terrified of herself and being old Korra.

Edit: I really like the characters appearance in Book 1, 2 and 3, but book 4 just destroyed everything.
