How does jinora have double tenzin votes?!

Ok when Tenzin was fighting zaheer and only zaheer, he almost beat him until p'li and the others came to his aid. so tenzin is more powerful than zaheer.

It was only because P’li Tenzin lost if it weren’t for her he would have kicked all their asses

I'd say zaheer is probably the strongest in raw power but tenzin is the strongest in versatility, knowledge, and skill
