Depends on the verse. For example think about marvel and all universe destroyer things there. Tanjiro Deku Yuji Luffy Boruto none of them are op yet. Aang is just comparatively weak.

And aang w/o avatar state isn’t the strongest. Although he is 12 so it makes sense that older avatars would be more powerful then him

Deku aint op he is relative to as aang in ap but the speed of his attacks are higher.

Really Deku's only major thing on aang is speed. His durability is prob greater than Aang's as well.
