All uses of bloodbending seen in both series have had malicious intent, except for when Katara was forced to bloodbend Hama in order to save her friends. But there is a solution: Make bloodbending illegal with the exception to licensed healers using it for medical purposes.
I would like that. I never liked Katara banning any use of bloodbending.

While I think Bloodbending could be use medically; the puppeteer form of Bloodbending likely has mental side effects on both user and victim. I wouldn't have a Police force use Bloodbending.
Here's what I would do; allow potential Bloodbenders to get permits in order to allow them to Bloodbend. Doctors and Emergency Responders could get these permits. However, every quarter of the year; they have to undergo mental evaluations. Maybe even allow for researchers to study the mental effects of Bloodbending even before permits are considered.
I could see combustionbending being outlawed because of how destructive it is, but not metalbending. The difference is that bloodbending is used to control live humans and animals, and it does cause pain to its victim, so that is why it should not be legal except for medical uses.

If Bloodbending wasn't banned; are there any other uses for it? Like I stated; I doubt Police would be allowed to use it but, what other jobs might find use for it?
I could see Comustionbenders on the Police force acting as an explosive experts. Defusing bombs or breaching locked doors.
Bloodbending in avatar is almost always used in a way where it's meant to cause harm to the person being bloodbended so that's probably why no one thought of that or tried to use it like that. In the avatar universe, the people have the mentality that bloodbending is dangerous and can only be used for evil.
