I think Rangi would win because she was trained at the royal fire bending academy and Zuko had no known training. ( though he had some, not that standard). Her mother is also the fire bending teacher to the fire lord, which shows that she has serious power. In the Shadow of Kyoshi, Rangi creates a flame that is bright white. Zuko can’t do that.
