Remember that episode where the Gaang was at the market place and Aang bought that sky bison whistle. Why was there a sky bison whistle for sale anyway since they were assumed to be extinct? It makes no sense.
Maybe its a regular animal whistle, as in Ba Sing Se it worked on other animals (In Tales of Ba Sine Se). Maybe the maker just made it sky bison shaped.
