I would say no as long as you don’t go too extreme
(Please don't mention that terrorist boy. Countries like Russia and China are nightmarish in my opinion. Let's get back on topic though.) But, If you want to dress up on halloween, you should be able to be who ever you want to be! If I saw a white kid dressed as Tiana and a black kid dress as Mulan, I wouldn't care!

IMO, it's perfectly okay to dress up and cosplay as certain characters. You are not 'dressing up' as a culture; you are dressing up as a character. The issue arises when you start including things like cultural appropriation and blackface. Regardless of your skin tone, height, weight, or any other factor that you cannot change about yourself, you should be recognisable as a character.

@Nerdyartgirl In your original post, can you better define for us what you mean by "dress up"? For example, were you planning on getting an outfit, or maybe making one yourself?

^ It's alrighty. I think that might clear up a lot of the conflict seen above.
As such, my understanding of cosplay is that one dresses like a character because they admire said character. As such, if one were to cosplay Zuko, they would use make-up to give themself the scar around Zuko's eye, like giving themself Iroh's iconic beard or maybe even Aang's airbending tattoos. However, that would be the extent of a cosplayer's make-up use to change a physical appearance, as I understand it from my few friends who cosplay, and I do think that ideology in cosplaying is acceptable, regardless of ethnicity or race.
